using green stuff roll some 3-4mm balls and let them set then with a modeling knife cut them in half

using plastic glue or super glue if your using a metal shoulder pad, start by adding two little drop of glue next to each other but leaving a gap near the top of the shoulder pad and then start to stagger them as shown
