It depends. Do you only mean eldar constructions?

Imperial titans have some form of limited sentience and personality. The more developed their machine spirit, the more complex and complete their sentience (for instance, an Imperator titan will be more "intelligent" than a warhound). Human starships are not controlled by a single machine spirit and thus can't become sentient as titans. However, there is a strong superstition among imperial space-ship crew that each vessel has her own personality and character.

I don't think eldar machines are sentient since they are based on a different technology that doesn't rely on machine spirits and AIs. Eldar technology is advanced enough to allow eldar crew to operate their vehicle without the aid of an external AI.

In addition, eldar fluff rarely gives any form of personality to eldar machines and vessels, which seems to indicate that they are just basic vehicles and not "half-sentient machines" (like imperial titans are spaceships).

What about wraithguard, wraithlords, and the phoenix lords then? Does the fact that they are animated by old Eldar souls put them in a different category than the machine spirit driven mechanicum devices?

Craftworlds have a collective consciousness because of their infinity circuit.

Eldar ships and titans don't have any kind of AI. They're just tools. *Except Ghost ships, which are the ship version of Wraithguard, so absolutely sentient.

Imperial ships and titans are filled with all different manner of AI equivalent to Land Raiders.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Wraithguard / Wraithlords are the Eldar equivalent of space marine dreadnoughts, there ancient heroes who have there souls trapped in stones to protect them from Slaanesh. Then these stones are placed in a suit of armor which they can then animate.
Phoenix lords are different anyone who wears the suit of armor becomes one with the souls of all those who wore it before him, hence despite a phoenix lord dying all of the collected memories and battlefield experience can be restored and bestowed upon the next host

The opinion I get from several sources (including a short story in Let the Galaxy Burn and the novels Soul Hunter and Blood Reaver) is that Imperial machines can gain a rudimentary intelligence (and self-awareness) provided they have enough time and stimuli. Titans are frequently described as having a crude sort of intelligence, as are starships. The short story even left me with the impression that particularly old starships are even able to exert a limited influence on the crew for the ship's benefit. I assume that it is the frequent long-term exposure to the Warp which causes both effects in the case of the ships, and the long term contact with the pilots in the case of the Titans. Since most devices with a 'Machine Spirit' that can be interacted with contain human brains within them somewhere, it could be surmised that the sentience is in fact the computer(s) and brain synchronizing together over time.
