Not meant to be competitive, but it might compete in the occasional tournament. It's mostly a fun list. Hope for feedback!

NOTES:

The only other HQ I'd switch out for in this list would be a MOF, as I don't really like using Libs, and Chaplains wouldn't buff Sternguard too much.

What Combi-weapons are on the sternguard? I would assume meltas, and if there not, they probably should be.

I'd put one of the tac squads into a drop pod. This will give you 3, so 2 can drop first turn.

Otherwise, looks good.

I'll consider throwing them into a Drop Pod, but it does make sense with throwing a third drop pod in this list. Plus, it'll get me five points back. But what do I use the ten points for then?

Yeah, they're Combi-Meltas! Thanks for asking that, I forgot to write that down.

You can have 2 meltaguns in a 5 man sternguard squad if I'm correct? If so, then drop 1 combi melta for a meltagun, Other wise, its a nice list!

I honestly would rather keep a 4th combi-melta for the special ammo. I'll vary it up if I feel like I need the extra melta. Thanks for the input! I'll take it into consideration!

Vulkan is too many points for 1000 point army.
I would seriously consider dropping him but that will make choices very much different.

I would try to get some make shift air defences. This means either an ADL or fast attack options with a good number of MM.

I feel powerweapons for the tactical squads would be a better investment than dozer blades.
Reasonable enough list.

I tried a list at 1000 without him. I saw so many melta and flamer shots go awry that could've changed the game. Plus, I would only switch him out for a MOTF

I don't think I'll be running into flyers at 1000pts.

Tacticals are meant to do what you need them to do. They are best at shooting, but as you don't have assault troops, power weapons are a worthwhile investment.

Seems like a good point, but I'm adding hammernators and a LRR next.
