This unit is intended to be an elite choice in my Raven Guard Army List

The raven guard have long ago realized that with limited numbers under their command, and limited resources they cannot depend on the brust force tactics employed by other chapters, nor can they afford losses on the battlefield.
They have turned to stealth, and deception to perfect their combat, favoring mobility over defense and relying on eliminating key targets before striking the finishing blow.
To achieve those goals the Raven Guard began to employ a new type of unit in the field, elite scout forces made entirely of former scout sargents, who have left the regular course of space marine training in favor of perfecting the art of stealth, sabotage and assassination.
Equipped with the finest weapons, and unique Shadow Cloaks, they infiltrate behind enemy lines, strike crippling blows, assassinate enemy leaders and wreck havok around them, then disappear into the shadows and prepare themselves to strike again.
These are finest shadow warriors of the Imperium of Man, the pride of the Raven Guard, the Specters.



Raven Guard Specters (145 points)

Specter Sargent: BS4 WS4 S4 T4 W1 I5 A3 Ld9 Sv4+
Specter: BS4 WS4 S4 T4 W1 I5 A2 Ld9 Sv4+

Composition: 1 Specter Sargent and 4 Specters.

Wargear:
Scout Armor
Shadow Cloak
Ripper Pattern Boltgun
Lightning Claw
Frag and Krak Grenades

Special Rules:

Infiltrate
Move Through Cover

Skilled Assassins

Options:
May include up to five additional Specters: 27 points per model
The Specter Sargent may take melta bombs: 5 points
Any member may replace his Ripper Pattern Boltgun with:
-Astartes Grenade Launcher, Flamer or Storm Bolter: 5 points.
-Plasma Gun or Melta Gun: 10 points.
Two Specters may replace their Ripper Pattern Boltgun with:
-Heavy Flamer or Missile Launcher: 10 points.
-Ripper Pattern Heavy Bolter: 15 points.


Ripper Patter Boltgun: S4 AP5 Rng 24" Rapid Fire, Rending, Pinning
Ripper Pattern Heavy Bolter: S5 AP4 36", Heavy 4, Rending, Pinning
Skilled Assassins: Shooting attacks made by Specters with non-heavy weapons make precision shots on to-hit rolls of 6, the Specter Sargent makes precision shots on to-hit rolls of 5+.
Shadow Cloak: Provides +2 to cover saves.

can neither confirm nor deny I lost track of what I've got right now.

I don't see why they all need lightning claws as it doesn't seem very stealthy to me to run up to your enemy and slice them up.

I would also limit their access to special weaponry to 2 models in 5. Every model in the unit with a plasma or melta is too much.

Other than that they look good!
