Evil Suns Scarlet

Add a lot of black to evil suns scarlet and water down to apply as a heavy wash

Re-layer evil suns scarlet on raised areas

Apply vertical black stripes equally spaced, use a fine detail brush and make sure the paint is watered down enough to flow easily but still forms a solid line - this takes some experimenting.

Apply vertical white lines inbetween the black line in the same way

Apply two or three horizontal black lines, you don't want to crowd these. Also for control you should always be pulling the brush back towards you across the surface, move the miniature not your hands.

Apply a single horizontal white line below the lowest or second lowest black line

Nice.

Could you perhaps demonstrate on a piece of paper or plasticard and take a picture?
