I took a more careful look at how tokens are passed around, and it isn't as easy as I thought.
Yes, a unit with a pain token gives the bonus to the whole unit (in 7th).
But, how do you get that token?
To share the pain, the rule says "If a Dark Eldar unit is joined...", so you can't have a Haemonculi join a seer squad to pass off his token, because they are not a dark eldar unit. Further more, should he join, the token ceases to do anything, because the token rules say "a unit with the token" and an IC with a token, attached to a unit without a token, is a unit without a the pain.
So what can you do?
If an IC leaves a squad, you do split pain tokens (no requirement for the IC to be a DE). So you could have a farseer/autarch/phoenix lord grab a few tokens, but he can only use them when he is all on his own.
You could run a Parasite Engine and pass out pain tokens to anything that's a "Friend unit".
You can give pain tokens to beast packs.
You can attach an eldar IC to a unit with pain tokens to gain the bonus while he is attached.
Outside of those 4 options, you're only gaining use of pain tokens by units with the natural ability to use the pain. Doesn't seem nearly as good as I thought it was going to be.
