Not at all true in the 40K universe.
Mortally wounded Space Marines fight on in the sarcophagus of a dreadnought.
Slain Chaos Space Marines are sent back into the material universe to fight again by the Chaos gods, for there is no escape from damnation.
The spirits of dead Eldar are transferred to robotic bodies and made to fight again, tearing them from the peace of the infinity circuit.
Their mortal lives ended long ago, but the Thousand Sons and the Necron warriors have no release, their masters send their bound souls forward into battle endlessly.
Within the mind impulse circuits of Titans the echoes of their former princeps live on as ghosts in the machine, guiding the current crew and the actions of the mighty warmachine.

It might not fit perfectly but it is still pretty bad ass. Plus technically if I understood it right the marine might be mortally wounded, but he doesnt die when he is put in the dread.

I understand that Scissors can beat Paper, and I get how Rock can beat Scissors, but there's no f'n way Paper can beat Rock. Paper is supposed to magically wrap around Rock leaving it immobile? Why the hell can't paper do this to scissors? Screw scissors, why can't paper do this to people? Why aren't sheets of college ruled notebook paper constantly suffocating students as they attempt to take notes in class? I'll tell you why, because paper can't beat anybody, a rock would tear that gak up in 2 seconds. When I play rock/ paper/ scissors, I always choose rock. Then when somebody claims to have beaten me with their paper I can punch them in the face with my already clenched fist and say, oh gak, I'm sorry, I thought paper would protect you, you donkey-cave.

His brain is still alive, yes. I think from the marine dread fluff they are kind of considered dead as it's like a sarcophagus of sorts since the marines body is pretty much shattered beyond repair.

You guys are over-thinking it.
The quote doesn't say, "All of the dead have see the end of war", it says "In order to see the end of war, you must first die".
Death is no guarantee to seeing the end of war, but it is a door through which one must pass in order to do so.
Another good quote, especially for Dreads: "Death is only the beginning" from "The Mummy".
