Very carefully.
Honestly I have no idea, use a small brush and rub a bald guy's head for luck maybe? Look at it this way though, at least it's not as painstakingly difficult as painting checkered patterns on Ork stuff.

Paint the stripes as accurately as possible, and then black line between them to cover up the tiny area where they meet. It still takes precision, but that is how I would do it.

You could also just get a small strip of masking tape and put it where you want the yellow stripes. Then just paint the whole thing blue.... take the strips of tape of and then paint the gaps left yellow.
