I haven't used it before either, but I think I heard somewhere(GW site, probably) that you mix it with pva glue and put it on top of a light coloured base, as it discolours and stains over a darker one.

I've used it.....it's not a good product to simulate the snow.
It seem always (any number of layer you use) "dirty snow"

It's fine if extremely over priced. Make a slush of water, white glue and snow flock and lump it on to your bases. This gives the snow some body. If you want you can add a light layer of pure snow on top. I don't, some do. After it dries I highlight it slightly with a dab of skull white and then seal the model.

I tried it for my first models.
It is pure and utter crap.
Mix PVA glue and baking soda to a consistency like toothpaste, and spread it on the base (some people add the tinest bit of blue ink) and then dust it with more baking soda and leave to cure for a day or two.

It's not the best stuff, and it's not the worst. I use it on my Sisters models and it looks just fine.
What it does well is give the look of melting snow because adding PVA gives it a slight transparency. If you want pristine drifts, try the baking soda mentioned above.
As Todosi said, mix it with PVA (I don't use water which makes it trickier to work with but I prefer the added bulk) and I apply it in patches to my already painted base using a toothpick.
