OK, I've mentioned having some fluff near ready in the P&M blog, so it's time to "publish" some of the ideas & see what floats. PLEASE bear in mind a couple of points first tho :
1) I'm no author ! My writing style is probably not that good.
2) This is Sci-Fi, so some science has been included, but molded to fit the needs of the fiction a little.
3) This whole project will be a mix of "Technical" data with a spattering of "Story", much like a Codex (I hope)
4) By the time I get to the end of this, I'm planning to have the fluff for a pair of Astartes Chapters, not just one.
5)I'm more than open to feedback. The Ice Panther "look" was helped along by dakka members voicing opinions, and I'd like the same to happen here if possible.
So, that said, here goes with the first "Tech" part :

Formation of Telariss:
Given it's position between the two stars of this binary system, is has been hypothesised that Telariss was not an original component of the system at it's formation.
Telar1 and Telar 2, according to the few surviving records of earlier millenia, are noted in the texts as having been in overlapping orbits around a fixed point. Known information of stellar evolution suggests that these stars were not originally of equal mass, but were conjoined by the process of mass transfer and accretion found in many binaries.
Geological surveys of Telariss and the outlying Telar system planets revealed several inconsistencies in Telariss' makeup, which contributed to the current theory of it's origin; which runs thus:
The Telar stars, as mentioned, were in orbit around a fixed point, with one star larger than it's counterpart. These stars were in a mass transfer/accretion cycle as is often noted in such parings, with Telar1 bleeding materials to Telar 2.
At some point during which the paired stars reached equal mass, a rogue comet passed between them, somehow becoming arrested by their combined gravitational fields and interrupting the transfer of stellar mass. Caught between the two stars, Telariss gradually grew in size as it absorbed the material being shed by Telar 1 until another cometary event (evidence of which was once present on the surface of Telariss) interrupted the process once again and distorted the local gravitation such that the matter stream was directed outward, forming the other planets in the Telar system.
As the shedding of material from Telar 1 stabilised, reduced and eventually stopped, it eventually gave rise to the remaining eight planetary bodies, and a theorised ninth which eventually became the system's asteroid field.
Of these eight bodies, the two nearest the binary stars became trapped into orbits around Telar 1 and 2 individually, giving each star a single dedicated satellite whilst the remaining seven settled into orbits around the central point occupied by Telariss.
An interesting side-effect of Telariss' capture and evolution is that it is bi-rotational. Firstly, Telariss rotates on it's polar axis, as with most planets, but it also rotates perpendicularly to that axis, in geo-spatial terms, albeit at a much slower rate. This has the effect of maintaining that each pole constantly points at the same star as they orbit the central nexus occupied by Telariss
It is further theorised that the apparent equal distribution of landmasses is most likely the result of the bi-rotational phenomena during it's accretion of mass from Telar 1.
Geological and Climatological anomalies (Detail):
Massive tectonic upheaval during the planet's early epochs have resulted in a mountain range completely encircling the planet along the Equator, effectively forming a barrier between the two hemispheres. On both sides of this mountain range, craggy foothills give way to large bands of frozen wastes and ice shelves, becoming tundra where the ice-line overlaps landmasses.
It should be noted that the bi-rotational nature of Telariss presents considerable forces and stresses upon the planet, though not at such high levels as during it's formation. As a result, there is still a considerable influence of tectonic activity.
Moving outward toward the poles, the climate becomes gradually warmer with distance, settling into a temperate zone approximately midway between the equator and the poles (similar in nature to Central Europe of mid 20th century Terra)
Closer to the poles, the climate continues to become both warmer and drier, culminating in rarefied deserts in the polar areas.
The three most significant landmasses are the two polar deserts and the equatorial band supporting the barrier of mountains named locally “The Meridian Range”. Two sub continental landmasses are also present, one in each hemisphere's temperate zone, geographically opposite each other.
Additionally, the surface of Telariss is dotted with countless islands, ranging in size from a few square meters to several square kilometers
Human population : No census taken.
Southern Hemisphere :Tribal cultures occupying settlements on the fringes of the Desert regions, island settlements and trading posts on the sub continental masses. Other tribes include sea faring nomadic raiders (ref: Fenrisian Tribes)
Northern Hemisphere : Standard Imperial Tech. (ref : Ultramar for comparative)
Polar Deserts :
Telariss' poles are covered by landmasses of almost equal size (allowing for factors such as coastal erosion), and of identical climate. Both also display similar geological features, again allowing for the effects of erosion.
At the specific poles, the terrain of both regions is that of a high, mountainous, desert plateau. Being the nearest surfaces to the binary stars, these deserts are constantly baked by the continuous daylight and solar radiation, making them arid wastelands almost completely devoid of life on the surface.
Both regions are riddled with caves and tunnels of prehistoric volcanic origin which support algal growths, sustained by moisture condensed from underground springs. Whether these algae support any form of food chain is presently unknown as the local records contain no detailed information and the sector Magus Biologis is reluctant to send a survey team.
Moving away from the poles, both regions display various forms of desert terrain and climate, culminating in a coastline not dissimilar to that of the Southern Mediterranean of old Terra.
Additionally, numerous springs emerge, sourcing rivers which sustain “corridors” of flora and fauna typical of such environmental conditions.
Arctic Region / The Meridian Range:
As stated earlier, this region was originally formed from the massive tectonic stresses endured as the planet formed between the binary stars. Pressure along the plate edges pushed the resulting fault up to an altitude of several miles, thinning the mantle sufficiently for volcanoes to form. The resultant lava spills helped seal the majority of the equatorial fault, adding strength to the geological structure of the mountains. The end result of this has been the formation of a mountain range which completely encircles the planet, running along it's equator. Of the volcanoes that helped in this formation, all but twelve are extinct, with only eight of those being active in any measure.
As the planet's geology settled and cooled, this equatorial region sank into a near perfect Arctic climate, establishing a phenomena unique in Imperial records currently referred to as an Arctic Equatorial Band (A.E.B).
The central spine of this AEB is the mountain range itself, known by the Astartes as the “Meridian Range”, and is bordered on both sides by foothills typical to mountainous terrain giving way to snow plains which extend well beyond the landmass itself in the form of Ice Shelves. Many of Telariss' islands, including some of considerable size, encroach upon the arctic region, seeing a natural progression from frozen wasteland to tundra where they overlap the arctic climate.
Latitudinal Climate Banding.
Further from the AEB the climate steadily becomes more temperate, with flora and fauna changing accordingly, reaching it's most comfortable (in human terms) midway between the AEB and the Polar Deserts.
In simplest terms, moving from the equator to the pole, the climate becomes steadily warmer, demonstrating almost every climate type known in an even spread toward the blistering heat of the arid poles.
General Climate Variation.
Both stars of the Telar system are on slightly elliptical orbits of the focal point, and uniquely in perfect synchronism with each other. This has the result that both stars drift slightly further away from Telariss at the same points on the “yearly” cycle. During this time, temperatures on Telariss fall uniformly depending on latitude. The Polar Deserts experience a drop in ambient temperature of only a few degrees Celsius, whereas the Arctic Equatorial Band sees temperature drops of up to fifty degrees at minimum. Latitudes between the two regions experience a change in temperature along a scale between the two extremes depending on latitude.
This has the effect of producing a planetary scale winter period, unlike most other planets which have temperature variations based on a single local star.
During these periods, the lower temperatures impact on local climates in ways similar to those seen on other planets. Cooling air and surface conditions bring about changes in air pressure resulting in storms, though each are characteristic of the local climates. Sandstorms become as rife in the Polar Deserts as blizzards in the Arctic Equatorial Region.
Also, as might be expected, the severe drop in temperature and increased spread of snowfall and freezing, sees the overall are of the Arctic Equatorial Region expand and affect the surrounding land and water masses accordingly.
It is not surprising, therefore, that the activities of the predators detailed later increase during this time as they have access to a slightly wider variety of prey.
Other Notable Phenomena.
Fauna : The two hemispheres of Telariss are generally populated by the same range of species with only one difference. Either by some process of migration, or intent by the original colonists, each hemisphere has one species distinctly not present in any significant numbers in the other, though smaller relatives of these creatures are present worldwide.
Also of note is that this difference is focused purely on the AEB and it's environs, extending as far as the tundra but seemingly no further.
The T1 (“Southern”) hemisphere is the home of the massive feline Ice Panther, whilst the T2 (“Northern”) hemisphere is the territory of the Cobalt Wolf. Whilst more general feline and canine species are present in similar numbers on both sides, these two distinct creatures are present only in these areas, with the occasional exception of foraging into each other's territory. Both animals are exclusive to the arctic belt around Telariss.
Planetary Daylight :
Located equidistant from both stars, with polar orientation toward the stars themselves, Telariss has no natural “night” cycle in it's rotational period, and as such, many features common on other worlds are not present here, such as nocturnal creatures. Somehow, to the mystery of the Adeptus Biologis, most of the native animals have managed to adopt some form of diurnal cycle and, deepening the mystery, most of them follow roughly the same time span and frequency.
The quality of the light itself ranges from painfully intense at the poles to a near twilight in the Meridian Range, though as stated a truly natural “night” is completely absent. Indeed, through atmospheric refraction and surface reflection, even the deepest parts of the Meridian Range are never truly dark.
Only by venturing underground, either through the use of the thousands of caves or by constructing some form of sub surface dwelling, can true darkness be found.
In the temperate regions, the caves support a variety of dark dwelling creatures, some of unknown or indistinct origin, most of which are inimical to human life.
Depending on such factors as location and climate, many of the human tribes make use of the caves, whilst those settled on the polar and sub continental landmasses are also known to dig shelters beneath the surface.
Cobalt(II) Aluminate.
The landmass of the Arctic Equatorial Region boasts rich deposits of the mineral Cobalt, as well as a moderately high concentration of Aluminium. As a result of the region's unusual geo-thermal properties, traces of both the cobalt and aluminium bleed upward into one of the many sub-surface watercourses in the region. Once absorbed into the water, the two elements pass through the nearby volcanic areas in the mountains, the resultant rapid heating venting the solution in the form of geysers. Through this process, the cobalt and aluminium undergo a process similar to sintering, bonding the cobalt and aluminium particles together before they are blasted into the atmosphere around the geysers. Over time, the resultant micro-powder of the compound cobalt(II) aluminate is spread through both airborne dispersal and bleeding through the snow covering of the area beyond the heat of the geysers.
The overall process has resulted in the snows of the Arctic Equatorial Region being tainted slightly blue by the presence of the cobalt(II) aluminate.
The Ice Panther & Cobalt Wolf.
Feline in origin, it has been theorised that the Ice Panthers are the descendants of Terran Big Cats brought to this planet during the great diaspora of the Age of Expansion. Local planetary conditions, selective breeding and some other influences, genetic modification among them, are suspected to have played their parts in the evolution of this species of predator which, it has been suggested, could give a Fenrisian Wolf an equal challenge ( noted by a visiting squad of Space Wolves )
Similar in general build to the aforementioned Fenrisian Wolf, though of Feline origin,an Ice Panther is considered distinctive in a number of ways. The most obvious is the colouration of it's fur.
Though born with white fur, as a Panther ages, it's fur slowly changes colour as it's body absorbs more of the toxic compound, taking a slightly blue tint on the body and paws (though not upon the creature's legs, which retain their white pigmentation for the animal's entire lifespan) which aids its camouflage on the snow plains and in the southern foothills of the Central Mountains through which they roam and hunt. As the Panther's age increases further into maturity, it's fur continues to deepen in colour, stabilising for a while at a pale blue-grey pigmentation.
Few Ice Panthers survive to reach an advanced age, and what few do survive usually move into the region's Central Mountain range, the lower slopes of which are slightly more temperate. This slightly warmer climate, a further result of the region's geothermal properties, has a small degree of native flora, supporting a slightly larger Arctic Elk populace than the region's outer tundras. The warmer climate also results in the oxidisation of a percentage of the Cobalt(II) Aluminate, giving the flora and fauna of the immediate area a slightly richer blue tint. This feature also extends to the advanced maturity examples of the Ice Panthers.
The most significant rival to the dominance of the Ice Panther is the Cobalt Wolf. Similar in both size and build to it's Fenrisian counterpart, the Cobalt Wolf is a ferocious beast indeed. Primarily found in the northern foothills of the Central Mountains, this massive Canid is similar in colouration to the Panther, though the effect of the Cobalt(II) Aluminate seems to become evident at a younger age and tapers off again as the creature reaches the end of it's natural lifespan.
The Magos Biologis has concluded that this species is another descendant of the Terran Canis Lupus, though has obviously changed somewhat over the millenia since its introduction to it's current environment.
Primarily solitary in nature once mature, adolescent wolves roam in small packs, often numbering between four and twelve depending on variables such as age and health. Led by an Alpha Male, these packs harry almost all other native wildlife, often leaving little more than bones and blood in their wake. As voracious and vicious as they are, these packs are by no means the most significant threat to the Panther population.
The mature Cobalt Wolf tends to be a solitary creature with the exception of the need to breed. Hunting alone, the wolf is a remarkable beast, almost as cunning as the Panther, and certain a match in strength and ferocity. They are equal-opportunities killers, happily preying on whatever may be around when they need to feed, no matter if it be a Arcenna pup or fully grown Panther. When mature Panther and mature Wolf meet, the contest is usually very dramatic indeed. Both are very well matched in terms of bulk, muscle, speed, endurance and ferocity. However, their fighting styles do differ slightly, the Wolf seeming to rely on a slight bias toward brute force and aggression whilst the Panther balances all of it's resources equally. Of the few combats actually observed, it has been recorded that one bout, between two particularly large and admirable specimens, lasted for well over 36 hours without either beast needing to rest (The record indicates that the Panther was victorious having slowly whittled the Wolf's resources over time, scoring significant hits including the removal of both an eye and a fore-limb. Other than some deep gashes and bites, the most significant injury sustained by the Panther was the loss of it's left eye).
Worthy of note is that the Blue Bear is also a native of this region, though is present equally in both hemispheres. A similar process has resulted in the fur of the bear being of a slightly stronger pigmentation, though local Biologis Adepts have yet to discern exactly why this is.
Rivalry between the panthers, wolves and blue bears is common, particularly when the Arctic Elk population dips in the winter months. Often, panther, wolf and bear corpses can be found, though numerically the bears seem to suffer more casualties. Biologis Adepts postulate that this is probably a result of the panthers' hunting methods and the wolves pack mentality, but are not usually foolhardy enough to remain at close enough proximity to verify this.
The exact nature of the survival methods of all three species are unknown, but colonies of Arcenna, a blue seal-like mammal, are known to gather on coastal areas of the region. Observations have shown these to be a major food-source for all three species, and are often the cause of conflicts between them.
Further out, near the slightly warmer tundra region bracketing the Arctic Band, the Southern Elk can be found. Known to be a food source for the more mature Ice Panthers, this beast is suspected to be a descendant of the Elk from the Alaskan regions of Terra.
A further effect of the geology and climate of the region is that there is no native human population in either hemisphere, partly due to the toxic nature of the cobalt(II) aluminate. It is assumed that the initial colonists discovered the saturation of the toxic compound and chose to settle elsewhere. Over the millenia, as human culture devolved, the original reasoning has been replaced in the Northern hemisphere by superstition and folklore which ascribe the region as being the home of Demons, whilst the Southern populace are aware of an exclusion zone around the region.
The Astartes take full advantage of this, using the Arctic Equatorial Region as a training ground, and a blooding arena for aspirants before they are accepted into the Chapters.
Cultural Development and Anomalies.
When first encountered by the joint Astartes task force, the human population of Telariss was at a Feral/Tribal stage on a global level. Much of the old technology brought by the original colonists had been lost over time, and even that installed when Telariss was recovered during the Great Crusade had faded into the past. All that remained was the presence of The Emperor, represented in local mythology as The Father.
Since the investiture of the two Chapters, the cultural bias of Telariss has changed somewhat.(See references in Chapter Sections)

As promised, the second segment, detailing how the Twin Chapters of Telariss were raised.
Part 2:Telariss and the Astartes.
Telariss is the homeworld of not one, but two Chapters of the Adeptus Astartes, though the reason for this is held in a sealed record classified Sub Rosa Extremis by the Ultramarines.
The Ultramarines Fifth Company and Thorgir Banewolf's Great Company of the Space Wolves, supported by the 423rd and 424th Macragge Imperial Guard Regiments, had been dispatched to the Telar system to cleanse the planets of a massive Ork infestation. Early in the campaign, Telariss was noted for it's tactical positioning and the isolation of the Meridian range, and was chosen to serve as an advance base of operations for the task force's Astartes elements whilst the Guard regiment stayed deployed aboard the carriers.
The system war against the Orks was relatively brief, handled as it was by the crushing might of the Imperial Guard as they exploited weaknesses opened up by the Astartes surgical strikes, but no sooner had the system been cleansed than another threat surfaced.
Seeking to exploit the aftermath of the war, Dark Eldar raiders fell upon the ravaged system.
Still serving under the mandate of their original order to secure the Telar system, the task force set itself to removing the raiders. Eventually, after an elusive cat-and-mouse game lasting several months, the Dark Eldar were driven off, two thirds of their forces either dead on planetary surfaces, of drifting lifeless in the void above.
Transiting back to the Telariss base for re-supply, yet another problem came to light. Left unattended during the pursuit of the Dark Eldar, one of the battle-scarred worlds had become rife with disease. Communication with the medicae facilities on the surface revealed that the viral strains responsible were far more virulent than had previously been thought possible. Further investigation revealed the cause.
Chaos, in the form of a Nurgle Cult, had come to the Telar system, bringing yet another conflict to pick up where the last had left off.
By this time, the joint task force had been active in the system for twelve standard years. Whilst only a brief period in the life of an Astartes, over a decade of near constant conflict was causing the casualties to mount up.
The decision was made by the Ultramarines and Space Wolf company commanders to call for reinforcements, and it was this decision that made the reality of the situation painfully clear. Through the machinations of the necrotic one, Telar had become cut off from the rest of human space by a local, but fierce, warp storm.
The divinations of the combined Librarians and Rune Priests could foresee no end to the storm, nor could they divine anything like a reasonable picture of the future, predicting the situation could last for decades, or even centuries,.
The Company Commanders conferred, trying to develop an answer to this situation and calling upon the resources of every specialist they had to create possible solutions. Eventually it was the Apothecaries and Wolf Priests that supplied an answer.
The plan was simple enough, though by no means a short-term solution, and was to have far reaching consequences.
Telariss was a huge planet by any standards, nearly as large as the gas giant Jupiter, and boasted a human population of considerable size. Transferring much of the fleet's Apothecaria Technologies to the surface, it would be possible to begin recruiting replacement troops from the human population. Whilst this would mean the Astartes would have to be selective in which engagements to fight, it would enable the Ultramarines and Space Wolves to recoup some of their losses, re-building their strength until they could re-take the Telar system.
Work began on expanding the base in the Meridian Range whilst the Company Commanders refined the plan still further. Simply put, the Ultramarines would recruit from one hemisphere, the Space Wolves from the other.
Frequent, yet carefully planned and executed, actions had contained the Chaos influence on just the one planet, leaving the Macragge Imperial Guard Regiments free to recruit their own replacements from the other inhabited world.
As the decade closed, the partially re-built Imperial forces struck, ending the Chaos menace within a Terran Standard Year.
Things were still not as simple as they might have been though. Left unmolested for over a decade, the spores from the fallen Orks had spread, spawning new Ork tribes which slowly grew in numbers. Eventually, the reborn Ork Waagh struck out to spread across the system once more under the guiding fist of yet another Ork Warboss.
The Astartes and Imperial Guard, sustained by the recruiting and manufacturing infrastructure they had put in place, met the threat head-on. In five standard years, the Ork infestation was purged from the Telar System. Estimating severe casualties, the Astartes maintained the pace of their recruitment, though the final casualty figures were less then four percent of those predicted.
By the end of the Second Ork War for Telar, the Ultramarines and Space Wolf contingents had grown from a total of two battle companies, to a staggering four companies each.
Also, the presences of the Astartes on the feral world was starting to make its way into the local folklore.
Still the warp storm raged on, still the Telar System remained isolated. Suspecting they may indeed be cut off for centuries, the Astartes continued to expand their influence in the system, determined that when the time came they would present a model populace to the Imperium.
A century and a half later, the Warp Storm finally subsided, allowing a second combined Ultramarines and Space Wolves relief force to enter the system, led by the Chapter Masters of the time in search of their lost warriors.
What they found surprised even them.
The entire Telar system was fully under Imperial control, and thriving. Additional colonies had been set up on two of the less hospitable worlds and all were seen to be productive and compliant. That, in itself, was no great surprise, but what awaited them on Telariss was.
During the isolation, the base had grown as need demanded, eventually being split to become two separate and distinct fortresses, one on each side of the Meridian Range.
Housed in one fortress, responsible for one hemisphere, were seven full companies of Ultramarines, whilst it's twin structure held an equal number of Space Wolves.
Such had been the genetic purity of the Telariss human stock that it had been capable of accepting the Geneseed and enhancements of either Chapter in equal measure.
Carrying with them the order to raise another founding of Astartes Chapters, both Chapter Masters saw a pair of candidate Chapters almost fully formed before them. Already at seventy percent strength, supported by a full Imperial Guard Regiment and lines of supply, this, then, was the genesis of the first two Chapters of the Seventh Founding.
The Ice Panthers, successors of the Ultramarines, and the Ice Wolves, Grandsons of Russ.

Thanks Zein .
I'm trying to make it fiction with a believable slant (well, within the 40K context) and thought explaining the Planet's history would add a little scientific flavour as well as explaining the "blue rinse" effect on wolf pelts, fur and snow.
(I just hope I've pulled it off, there was a gak load of research and an all night writing session to come up with that lot !).
As for Panther riders, I've got plans , as I put in my latest reply in the P&M Blog

Cool. I really like the way your using the space wolf codex. Space wolves are always fun to use, espically with the new space wolf stuff that just came out is pretty cool. Espically the new bitz : D. A word of advice keep your army history constant and your story line constant, its just that in alot of peoples chapters the history isn't always well good. Yours is Fantastic. Also how big is your army going to be?

The Ice Wolves, again following the SW Codex, will vary in company size slightly but will total approx 1200-1400 combat troops in 12 Great Companies of between 80 and 150 troops each (again not inc support staff etc.) Model-wise : I've no idea ! I'll just add models here and there as things go and see what happens

Part Three : The Conspiracy : “The Covenant of Ice”.
To the Imperium at large, most notably the Administratum and Ecclesiarchy, the Ice Wolves origins are a matter of record, though this record is incorrect in perhaps it's most significant detail.
Specifically, the official records hold that they are of Ultramarines descent.
The combined relief force sent by the Ultramarines and Space Wolves had, amongst it's supernumeraries, a contingent of Administratum Scribes assigned to a relatively low-level Inquisitor. Tasked with recording a variety of information about the relief expedition and their findings this small cadre duly recorded the history of the Telariss campaign and it's outcomes, including the founding of the twinned Chapters, as is official procedure.
Following the founding of the Telariss Chapters and subsequent analysis of their attendant planets, the Inquisitor's retinue, including the Scribe Cadre, departed for Terra to report their findings and add the data for the two Chapters to the Index Astartes.
Whilst travelling through the Immaterium, a malfunction of currently unknown origin saw the failure of the ship's Gellar field, forcing an emergency reversion to real-space which also destroyed the ship's Ion drives.
Stranded in deep space with almost no hope of rescue, the Inquisitor ordered the remaining sane Astropaths to begin transmitting their findings to Terra. The strain at such a distance was immense. Members of the Astropathic Choir died or were reduced to gibbering wrecks as the hours passed, but the records of the Telariss Campaign were eventually sent. With only four Astropaths remaining, the information referring to the Ice Panthers was also forwarded to Terra, the end of which saw only the Chief Astropath and one of the Choir left alive.
Undeterred, the Astropath attempted to complete his duty, beginning to transmit information about the second Chapter formed on Telariss, the successors of the Space Wolves.
The data transmission was never completed.
On Terra, the receiving Choir mumbled into vox-collectors, their words transcribed by servitors. The final document ended in broken references to “Ice Born” and “Wolf Guard”, which the Administratum took as referring to the Veteran units of the Ice Panthers named, so they thought, in honour of their Space Wolves brothers in arms.
Further study of the broken reports led to a later change in the interpretation, concluding that two Chapters had been raised from Ultramarines stock.
In the fullness of time, the Chapters of Telariss have become aware of this situation but, mindful of the fate of the Wolf Brothers and the level of scrutiny that had been placed upon the Space Wolves as a result the two Chapter Masters reached what has become known by their warriors as “The Covenant of Ice”.
The basic core of the Covenant is that both Chapters will endeavour to maintain this fiction by any means short of insurrection.
It would seem that both the Ultramarines and Space Wolves are either unaware or,through reasoning of their own, have chosen to leave this error un-corrected and consider it a matter for the Chapters of Telariss to deal with as they see fit.

Interlude 1 (A little bonus piece of fiction for you readers to chew on ) It was good to be home. Though he, like his fellows, lived for battle there was always a longing to return after so long away in the service of The Emperor. Captain Darius of the Fifth Company stood before the armourglass port, his gaze passing over the planet's surface as slowly as a leopard stalking it's prey. Two hundred and forty-nine years had passed since he had first set foot within the fortress, two hundred and fifty since his participation in the Trials before the journey to South Hold. He grinned slightly as he imagined Chaplain Helmawr of the Wolves berating him as “an awe-struck stripling” for gazing at the surface, despite his age of two hundred and sixty-five Terran standard years. Moving to the cogitator terminal set beneath the window, he removed his gauntlet and placed his bared palm upon the smooth plate, activating the terminal and keying in a brief inquiry. Almost immediately, cross hairs were projected onto the armourglass plate, aligning in short order to hover over a point on the south-eastern continent, the location of one of the Panther's training facilities not far from his original township. As he stared at the landmass below, his mind drifted back to times long past, picturing his father already into his fourth decade when he had witnessed his son's selection by The Chosen, much to the delight of his sister. Were any of her descendants still alive ? Did they tell tales of the youth who walked away with the giants sent to serve The Emperor ? A small vibration through the decking signaled the departure of one of the chapter's Thunderhawk gunships, it's winged, cruciform, bulk gliding into view and curling away toward the surface. Another inquiry of the cogitator terminal brought an overlay of the small craft's flight plan up on the window, it's blue track spiraling from the launch bay below to the very point marked by the green X of the facility's location. Darius smiled as he remembered. As a child he'd watched through the windows of his school every time such craft, perhaps even this very one, landed just within the training camp. Every face in his class had turned to the sky briefly, drawn by the noise of the Thunderhawk's atmospheric thrusters passing over the town, before being pressed back to their data-slates by the demanding voice of their tutor. Watching the Thunderhawk vanish into the thickening cloud cover he knew that soon, should any survive the induction tests, more of his kinsmen would be on their way to South-Hold and the prospect of ascension to the Astartes. Even as he mused on this another vibration pulsed through the deck at his feet, another Thunderhawk heaving into view only moments later. Bearing the colours and heraldry of the Wolves, it too arced toward the surface, though on a course for the equatorial mountains and the planetary bases of their Chapters. Darius' musings took a slight turn at this, recalling the differences in practice between his Chapter and those of their cousins in the Wolves, despite being of the same world. Their homes were starkly different, the technological beauty of the South contrasting with the feral huts and settlements of the north, though even the south wasn't highly industrial. The marvels of architectural grace taking inspiration from Ultramar on the same planet as the barely adequate hovels and huts of barbarian tribes. Nowhere in the galaxy, Darius thought, his head shaking slightly, could such a disparity be found but here. Followers of the Codex Astartes and all of it's supporting doctrines living on the same world as tribesmen of ferocity such as would be more at home on Fenris. Telariss...he pondered... Home of not one, but two Chapters of the Adeptus Astartes, as different as cat and dog, yet brothers before The Emperor and kin in battle. Panthers and Wolves, both Astartes, both of Telariss, both forged for battle, both tempered in Ice.

Very cool stuff here. The only hole I see is the number of SM's that were raised in such a short time. The limiting factor is the amount of Geneseed that the company has on hand and to raise 1400 Battle brothers even from two companies in 200 yrs is really fast. This is usually done by the Mechanicus using test subjects to "farm" the geneseed at this rate.
But looking past that, your fluff is better developed then most stuff from the BL! I'd be interested in seeing some of the notable characters and storirs of there exploits. Also is there any conflict between the two chapters? Maybe an olympic style event? This is brand new ground and I like the amount of potential you charged it with. Keep up the good work!

Many thanks for the feedback, and good spot on the speed of the Chapter development - I'll have to put a little work into that .
As for your other suggestions :
"Inter Chapter Event" - My thinking was similar, so I guess that validates the use of that idea. Not quite sure exactly what form such a rivalry will take, but I'm sure I'll come up with something.
"Notable Characters" - Again, something I was going to work up. The stumbling block for me is that I wanted to create equivalents from the respective codices so any players who "adopt" a Telariss Chapter could refer to a GW codex for rules without having to print loads of web pages, but again that's more about creative history writing and including the correct "Counts As" references so I'm sure I can come up with something.
Looks like the Telariss Project is back on then .
Again, thanks for your input, ComputerGeek01, very helpful indeed
