The rules for units of Giant Rats state how many Packmasters you can have at maximum.

A pack consists of 1 Packmaster and at least 5 Giant Rats. Any number of Giant Rats can be added to the unit. Additional Packmasters may be added, but no more than 1 Packmaster per every 5 Giant Rats.

Can I add a Packmaster for every 5 Giant Rats in the unit?
Or can I add a Packmaster for every 5 Giant Rats i bought in addition to the Giant Rats that are included in the base size of the unit?

Example: Is it legal to buy 3 Packmasters (giving a total of 4 Packmasters in the unit) for a unit consisting of 15 Giant Rats? Or is ist allowed just to have 3 Packmasters at all?

I think it's a 1:5 ratio and that's how the unit should look when you buy it.

so when you buy the initial unit it has 5 giant rats and a pack master. you then buy 5 more and can then buy another pack master. So at 15 you have 3
