Seems that it might be the whips, but still unsure.

they're both equally important. one changes your initiative to 10 for the first round of assault and the other changes it to 1 for all assaults. there is no clear RAW in this case and the wording of either one doesn't take precedence. the way we've always done this is to simply say they cancel each other out (much like the FAQ suggests for psychic tests that you take on 3d6 keep the best and the opponent has wargear that makes you keep the worst).

I would have thought the Banshee Mask takes precedent - is the wording in the Eldar codex that a model equipped with BMask always fights first (and not I10)? That would mean that even if an initiative 1 model was equipped with a BMask it will still fight first?

I haven't read the rules for Lash Whips, however...

Am I jumping the gun, Baldrick, or are the words 'I have a cunning plan' marching with ill-deserved confidence in the direction of this conversation?

I think it's clear that the lash whip defeats the mask. The mask raises the banshees' initiative to 10 for the first round. It also defeats cover bonuses and defensive grenades, but the lash whip is neither. The lash whip reduces the initiative of models in base contact to 1 regardless of initiative value. So you'll have some of the banshees attacking at I1 while the others that are engaged, but not in BTB, will still go at I10.

Yup, Lash Whips win.

Banshee masks only make your Initiative 10.
Lash Whips make your initiative 1 REGARDLESS OF WHAT YOUR INITIATIVE ACTUALLY IS.

Its the part where lash whips says "counts their inititative value as 1" that makes the difference. Lash whips dont actually change the inititiative so the banshee masks give the banshees a 10, but the lash whips dont change that number they just count it as 1.

So both take effect, its just that whatever number the model actually has, the whips count it as 1.

Why does my eldar army run three fire prisms? Because the rules wont let me use four in (regular 40k).

Another reason why Harlies are the Eldar's best CC elites choice.

Just want to highlight that the Banshee Mask elevates the initiative of the whole unit, while the lash only reduces it for the models in base to base. Eldar players will have to exercise a little more care to ensure that they minimize the number of banshees that get into base to base while maximizing those that are engaged.

So if im understanding right the rear second rank models would still strike first, followed by the whip holder then the slow banshess,

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

That depends on a couple other factors. The girls who are engaged, but not in base to base will get to attack first at I10. If the lash-bearing nid has an initiative higher than 1 it will get to strike before the banshees in base contact, provided it survives the first strike of the girls. If the nid did the charging into cover and strikes at I1 then it will go at the same time as the banshee in base contact. The lash makes them go at I1, not last.

No, attacks at the same I value are simultaneous.

Whip does not change I to 1. It makes it as if it was 1.
Mask makes I become 10.

Therefore if banshees charge something with lash whip, their I becomes 10 but they act as if it was 1.

This if of course for those models affected by the whip, so those in base to base.

Those engage but not in base contact go at I 10, since they're not affected, as mentioned above.

Disclaimer: I say this based on what I've been told about the new Nids codex, I never read it myself.
