Hmm looks good on paper and its certainly worth playtesting. My only concern is that the stats are maybe too strong for a nobody. Try making the civvies a little weaker i.e.

The lower strength and toughness reflect illness/disease/malnutrition etc. The lower leadership will help, that though said individual is defending one's home, self preservation will take over alot quicker. Also, how about a random 'Hiver shooting chart' to take into account the poor condition of hiver's weapons compared to the stuff the gangs get they're grubby mitts on:
BEFORE a hiver rolls to hit,roll a
D6 and consult the chart below:
1.Boom - the weapon goes off in the hivers face. The hiver takes a automatic hit. Wound using the weapons characteristics.
2.Pffftt - the weapon's ammo fizzles and does nothing. The weapon is now useless.
3.Brrrrrppp - the weapon fires on full auto, hitting anyone in a short radius. The closest model(friend or foe) in a
D6 inch radius(except the user) is hit by the weapon's characteristics.Work out 'to hit' as normal. Also the weapon expunges all of it ammo, rendering it useless.
4. DakkaDakka(

) - the weapon fires on full auto but the hiver manages to control its shots into the right direction. Work out 'to hit' as normal, but the weapon expunges its ammo in the process, making it useless.
5. Pew Pew - The weapon fires as normal, but the ammo is of poor quality. If the weapon hits, work out 'to wound' as normal, halving the weapon's strength.
6. Blam - The weapon fires as normal.
This was just off the top of my head. See how it goes. Let me know if it works/too complicated/is it easy to forget etc. No thread jack was intended
