Some reports on the BL Nutters FB group that GW are cancelling orders placed by scalpers. So the reporting that went from that group may actually have achieved something.
Why may? Difference between causation and correlation. Whilst it’s nice to think people power is the main driver, that’s a bit of a leap for me at this stage. But the important thing is GW seem to be doing something about it, however late in the day,

But yeah, if someone really wants to scalp hard - nothing will stop them.
Student flats, gamers in houseshares, Couples who will split the boxes between them, gamer kid and parent, military bases ......
Boxes are not an issue. Very few boxes go to a point where people can't get them, due to retailers being able to stock them as well, so they can go and order it from 3rd party.
Again, should there be two different names with the same address (usually it will be written as a military base/campus/etc) it shouldn't be a problem. Problem is when one person, using the same bank account, orders multiples to the same address
What I've noticed, though, is there seems to be a captcha code introduced right now? It definitely wasn't there before?

Not a lot of 3rd parties are getting stock, hence the need for GW to do it properly themselves.
Element Games (on of the UK's biggest online game resellers) sent out:
"A Notice Regarding Warhammer 40,000: Deathwing Assault.
We are disappointed to report that stock allocations are very low for this release. Therefore we will not be able to offer them for online sale, and will have very limited stock in our physical stores. We have also been made aware that there will not be a re-stock of this item.
Kind regards, The EG Team"
This puts the onus back on GW to properly handle their own allocation system.

I think only Element Games did that.
We have to consider a few things
1) Did Element just say that to appease their in person customers and hold stock back; knowing that anything which failed to sell in person would get sold online super easily
2) To avoid the big "your website breaks go refund a hundred payments because something broke" issues of a release weekend.
3) GW adjusted balance based on metrics of regular sales in a bid to try and spread out the boxed sets so that some big stores like Element/Wayland and so forth weren't just doing to dominate online sales. Because you can be sure big stores like that will put through super big orders for sets they know will just sell out on launch.
So it could be that GW allotted more for smaller stores and spread them out so that mega-stores didn't get the lions share.
Or perhaps they play a lottery and a different mega-store got the lions share this time around.

We'll have to see what the other stores had delivered then.
Is EG the only store informing their customers ahead of time, or are they the only ones affected, as you say?

End and Death going back on sale
With just 2,500 copies available, we expected exceptional demand and set a limit of one per customer on the webstore, to keep things fair and to give as many fans as possible the chance to complete their collections.
Unfortunately, we saw an influx of people trying to purchase multiple copies, some aiming to make a resale profit – underhanded tactics worthy of Erebus himself.
We are committed to only selling one per customer, so we have rejected any orders where a purchaser has tried to get more than one copy. Our tech-savants aren’t revealing their methods, but needless to say they are not to be trifled with.
This has left us with extra stock, and the books will be going back on sale at 16:00 GMT on Wednesday the 24th of January on Warhammer.com. The store will go live at the same time in all locations – see the graphic below for details. There will be a queue in place once again.
