Plus for overseas GW has to store things up and ship them in batch waves. So its very possible to add a bunch of model X but not have enough room in the order (capacity, cost, whatever) to send more. So you get things going out of stock fast.

UK is better on that front since GW hasn't got to store it and then ship it in bulk, they can be a little more flexible; but still have limits.
