Hes looking very cool, all i could say is, it looks like the paints straight from the pot, (from looking at the parchments) i would suggest adding colour to the bone areas given he is a chaplain, and perhaps some parts of armour in your chapters colour?

other than that, very well done, its not messy and paints are within the confines of their detail, room for improvement but further than many by a long shot.

first thing that comes to my mind is that the scroll-loincloth could use some brown ink like gryphonne sepia andy maybe highlight the metallic bits with some brazen brass. it looks pretty solid otherwise. i think it just needs a little more color or atleast brighter highlghts etc. im someone who feels 40k armies are too technicolor for how grimdark the setting is but even so a little color goes a long way in drawing attention to details when people look at your miniture.

If he was my model (he's not, so take this as you will) I'd strip him and start over, for one major reason. This guy got hit with a bad case of fuzzy primer, and there ain't a whole lot you can do to fix that. I agree with washing the parchment, but I wouldn't use anything as dark as Devlin. Try Sepia first. The gold could also use a wash, I'd go Devlin in this case. Highlight them both after the wash dries for the best effect. As for the armor, it's bothering me. For some reason (probably the photos) I can't tell if it's black or silver from certain angles. Highlight it a bit brighter. Aside from that, um... maybe a wash on the face to give it a bit of contrast, and some script on the parchment (take some black/dark brown paint, and make broken squiggily lines. It looks amazing, trust me. Or her. Either way.).

Anyway, that's what I'd do from just a fairly quick look at the pictures. I couldn't say more unless I had the model in my hands. Hope it's helpful - the model looks decent for tabletop as it is, but a few extra touches would make it shine - just what a character should do.

EDIT - Oh, and thin your paints. Take a drop from the pot, put it on a palette (anything works, I tend to use pieces of cardboard I have laying around), and add a small amount of water (not even a drop, honestly. You don't want it too thin) to it. The end result is much much smoother.

The face could also use a wash, or highlights, it needs more definition. I'd also highlight the golds to be brighter, then a wash of Ogryn Flesh or something.

You don't need to strip, you could get away with hand painting Chaos Black on there, IMHO.

The Metal on the side of the face also needs more definition.

Other than that, looks fine.

The issue with the stripping isn't the coverage of the primer, it's that the primer fuzzed up because of [temperature/humidity/anyothernumberofthings] and leaves the end result with a fuzzy texture. Otherwise, yeah I'd just say paint on chaos black (or even better, paint on black primer that Reaper sells) and be done with it. If the OP doesn't want to strip because of time spent working or because he just doesn't mind the fuzzyness, more power to him. It bugs me, however, so anytime it shows up the models go in the drink.
