Well, sure, any graphics program will do it, but few have tools specifically designed for creating maps. Have a look at something like http://www.mapmaker.com/ or http://www.profantasy.com/

Photoshop. Any version would do. I did this map for our DnD campaign with Photoshop 7:



It just takes patience. If you are okay with something simpler, try downloading Autorealm. It's a free fantasy map-making program, and it kinda sucks but it gets the job done.


Violence is not the answer, but it's always a good guess.
