I've run list with Vulcan and I run lists with Kantor. Both have fared well but I'm starting to feel the Kantor build is just more competitive.
Vulcans rerole abilities are his main advantaged, TLTH and MM and Flamer is really nice. That however is the extent of his awesomeness 3+inv is really nice too.
Pedro Helps your force much more widely with his +1A Command aura. Naturally you take a lot of marines and terminators w TH/SS to really take advantage of this and you end up killing more things than with simple rerolls. He also Buffs dreds with another attack which is crucial in breaking squads and making sure that tank is dead. 4bs is actually pretty good. And lets not forget orbital bombardment which has the potential to pay for himself on the first turn and -15 points. Pedro is a regular stud Sp Char.
Clearly they are both good options - I'm just really starting to prefer Pedro.

Pedro is indeed quite good, but +1 Attack is hardly comparable to the buff given to melta flamer and hammer weapons army wide. A relic blade w/ a reroll on tohit and wound is pretty vicious. Vulkan can put some serious hurt on many squads before they even get to hit back. For the points, I'd take take vulkan most every time. Even as a second HQ choice i'd still go w/ libby to cover psychic defense and null zone to crack those really annoying Invuln save units.

Scoring sternguard and 3A TH& SS Termies is indeed nice. Not a big fan of the stubborn rule tho.
As you said they are both really good chars but they require the list to be built around them (somewhat at least). I personally prefer Kantor of the two.
Aslo, the THs does not become TL with Vulcan, Master Crafted is quite a bit worse.

Vulkan's Relic blade is mastercrafted giving one to hit reroll. He also has digital weapons, giving him a singe to wound reroll. Given that most cases you hit on 3's and wound on 2's a single reroll is all that is needed. I know the hammers aren't twin linked, the point I was trying to make is that his bonus affects the entire army, where pedro must be alive and in close proximity to give the +1 attack bonus.
I also find that sternguard are rather cumbersome to use. Drop podding usually means they get one turn of shooting before getting killed in CC. At around 180pts, about the only way you get your points back is if you drop next to a landraider. At which point you get stomped by all of the nasty terminators that tend to hang out in Landraiders. Sure 3 attacks per model is nice. But temies have 2+ and powerweapons on every man. Terminators of any kind will have no problem killing 5 T4 bodies with no invuln. And to give your pod stern 3 attack pedro will have to commit suicide via drop pod as well. While nice, it is significantly harder to make use of Pedro's ability. Admittedly I haven't tried running them in razorbacks. Maybe they perform better that way.

I arm my Strens with 2x Laz Cannons usually in rhinos for 2x Laz Pill Boxes. No reason to throw 25 point rines away. Let the 16 Point ones in 5 man squads go die for the Emperor.
You could run BA Strens in Razor backs because they are fast and can advance and shoot TL Laz then drop hella flamers or Meltas. Can't shoot out of a Razorback though so I'm forced to take rhinos. My 6 Man 2x Laz 2x Melta 2x Flamer sqauds in rhinos are always the all-stars in my games and plus they score with pedro.

Scoring Sternguard is a game-changer and a good one. That said, nothing quite makes the enemy go squish like the speeders in a Vulkan list.

With pedro you have to build a list around the core must have units with him:
-10 man sternguard
- Termies (TH/SS are way better but also standard ones can be good)
- the vehicles to carry them (at least 1 LR)
So you have to count on this advance force to make a good use of the list, and against melee armies it can be risky...
I usually play him and it's good but I prefer Vulkan because it gives you a lot more build options ... Beside the flamer and melta spam you can build any list or tactic around him but it's not the same with pedro...
Multi-melta landspeeder are a must have with vulkan... Fry every tank fool enough to appear on the battlefield!!!

Pedro costs too much, and he gimps your army by removing combat tactics and making you stubborn.
He's a "shooty" character, who buffs CC troops, yet dies in CC to the first PF he meets. OK... nice one GW.
That 1 attack bonus isnt worth it. For pedro's price you can get 5 THSS more.

Pedro is a shooting character. He should be played in lists that can out shoot your enemy. When the enemy DOES get to you, use his bubble to kill them with a counter charge.
Vulkan is an aggressive character for an aggressive army you run at them.
Pedor requires more skill to use.

Except he doesnt buff your shooting in any way, and for his price you could get something far more useful at range, instead of his worthless 200pt ass.

Pedro is particularly bad imo, I do like stubborn myself but I can see why its disliked.
I hate when GW takes a high init char and gives them a PF
other than lysander ... str 10 makes up for that
his +1 attack means he should be used in the front lines ... his survivability states otherwise
Vulkan gets the most for his points with the meltas, flamers, th's and his individual wargear
the only +1 for pedro are the sternguard.

Even making sterns scoring is bad in some situations, as it makes target priority easier for your opponent.
