Solid list only thing I can think of is maybe there is someplace better to spent those points you have on your hounds for scaly skin? IDK
Anyone else have input or is this a good starting point for WOC?

Looks neato to me. I like that you are using hounds. Maybe fit in another squad of them?

I think the scaly skin probably isn't worth it. I might also split the hounds in to two packs of 5 to try to get one through to any war machines. Might be wrong on that, though- 10 certainly gives you a better shot at chomping other chaff and is still cheap...

I think it looks pretty good. I think I would add more bodies to that Khorne warrior unit though. Can you still disrupt if you lost one model from them? You could just run 5 hounds for 30 points and squeeze in 3 more warriors to that unit.

I think your points might be off. I am also not sure if the war banner is the cost in the rule book or the army book. The rule book is 10 points more.
Here is what I was thinking of;
Hero:
Lvl 2 Sorcerer w/ MoT, Blood of Tzeentch, Conjoined Homunculus - 190pts
Core:
17x Chaos Warriors, Full Command, MoT, Hand Weapons + Shields, Blasted Standard - 362pts
13x Chaos Warriors, Full Command, MoK, Halberds - 268pts
5x Chaos Warhounds - 30pts
Rare:
Chaos Warshrine w/ MoT - 150pts
Total: 1000pts
I think I might change the load on the sorcerer too. I need to look through the book again though. Automatically Appended Next Post: How about this build?
Hero:
Lvl 2 Sorcerer w/ MoT, book of secrets, spell familiar, necrotic phylactery - 190pts

I dunno. I HATE the book of secrets for that d6+1 on the miscast table, but that's just me being defensive again.
Definitely keep the Blasted Standard around though. So good. So cool.
A solid list, though. Both versions.

If I may ask, why 13 on the Khorne warriors block? and I agree about the blasted standard, new thoug I may be, I grasp the greatness of that thing, the only reason I didn't take it was because I was trying to squeeze another two khorne wariors into the list

I really didn't have a reason for 13 other than the fact it is one more model you can lose and still disrupt with a flank/rear charge. You could drop him and throw in 2 more hounds.
That was my bad on the book of secrets too. For some reason I was flipping the miscast chart in my head and thinking the lower numbers were better. Not sure what I would replace it with though, maybe drop the phylactery too for the crown of command.

Book of Secrets now makes you a Level 1 Wizard; it's in the FAQ. The changes to BoS make it so that the only suitable candidates are exalted heroes or level 1 sorcerers.
The list itself seems fine; i'm not a huge advocate of Warhounds, especially since they don't break ranks anymore unless run in a unit of 10+ They're only really good at harassing flankers, but their lack of reliable armour means that it's easy for them to get shot to pieces; marauder cavalry is more reliable.
I'm tempted to say put the blasted standard on the halberd unit; your sword and board warriors already have a 3+/6++ against missiles, and since they're more of an anvil, they're going to be in combat for most of the game. Your halberds are menacing and deadly; perfect candidates for a stone thrower or bolt thrower etc. and since they're aimed at killing whatever they meet in combat, they'll provide a better target than your HW/S warriors.
Your sorcerer set-up seems fine from here. You might try to find a way of grabbing some sort of armour (since a chaos sorcerer is one of the rare wizards that can take magical armour) to defend against challenges (remember, your characters cannot refuse challenges and must issue them when possible); alternatively; you could swap out conjoined homonculus for stream of corruption.
Since breath weapons can now be used in combat ( 2D6 auto hits at the attacking model's initiative; in this case a solid 5), SoC can be used to devestating effect in challenges. Sure, it's S3, but it's 2D6 automatic hits with a nice -1 armour modifier. Since most challenges will come from 2 wound models at this points level, all but the hardiest should struggle to survive a good SoC.
The warshrine is fine.

Mandorallen turned back toward the insolently sneering baron. 'My Lord,' The great knight said distantly, 'I find thy face apelike and thy form misshapen. Thy beard, moreover, is an offence against decency, resembling more closely the scabrous fur which doth decorate the hinder portion of a mongrel dog than a proper adornment for a human face. Is it possibly that thy mother, seized by some wild lechery, did dally at some time past with a randy goat?' - Mimbrate Knight Protector Mandorallen.
