Blasted Standard on the Knights instead of Terror and maybe hand weapons and shields on the warriors and that would be a fun army to play with. Who cares about being tactically viable, that looks like hell fun!!

I'm not too knowledgeable about 8th edition yet. Still reading through the rules. Plus last time I played WHFB was maybe in 09 and that was only a couple games with a dwarf army... haven't played Chaos yet.
I was unsure about the loadout for the Warriors. i though maybe the Chaos Armor ought to be enough defense for them so I opted for more attacks going for the dual hand weapon loadout.
Waiting for my shill money from Spiral Arm Studios
if you play Tzeench warriors, all your Warrior units should have Shields and Hand weapons.
the reason being Parry saves. you will be getting a 5+ ward in CC and thats just too good to pass up. and no Banner of rage as you will lose the ability to parry.
Tzeench Knights really benifit from the Blasted Standard. 4+ ward against shooting is fantastic.

Cato Sicarius, after force feeding Captain Ventris a copy of the Codex Astartes for having the audacity to play Deathwatch, chokes to death on his own D-baggery after finding Calgar assembling his new Eldar army.

You can do a lot better on this guy - as your general, and as a suicide caster (often looking to IF the enemy's 1 big spell), and as a guy on a disc, you should 100% invest in an Awesome Ward. Swap that rod for the talisman of preservation and you're golden
Rest of the army, I'd probably switch or drop some magic banners, and equip your warriors with more tasty weapons. Like so:
20 Warriors - MoT, AP banner (or rapturous or none), full command, shields 20 Warriors - MoT, rage banner, full command, halberds 15 Knights - MoT, blasted standard, standard, musician
15 knights is pretty intense! What do you think about dropping some to pick up an exalted BSB? I'd think he adds more to the unit (and the army!) than that back rank of knights. Something like ...
The extra Knights do ensure that the unit will have an extra rank and disrupt ranks on a flank charge, potentially blowing up a huge unit on the charge. I would never take frenzy on Tzeentch marked Warriors because of how good their parry is.
Change and change until Change is our master, for nothing neither God nor mortal can hold that which has no form. Change is the constant that cannot be changed.
No game of chess can be won without pawns, and this may prove to be a very long game.
