Forgive me if this question has been addressed in the past (I used the search, but couldn't find anything regarding this subject), but what the heck is the purpose of the extra cloth bit on the SM attack bike sprue? I can't find a good spot to place it.

It is like a purity seal but much larger and maybe not so important. I think of them as pages that have been copied from an important book. They can go over the front wheel or you could save it to put on a Rhino or Land Speeder.
