Hello everyone, I was just messing around with a few models and some green stuff when I noticed one of my guardsmen's attempted trench coat now made him look like a fat civil servant in a suit. Then my attempt at a shotgun turned a lasgun into what now looks like a briefcase Then an idea dawned on me for a couple of models:
The Civil Servant Bureaucracy

Wargear:

(Government Minister) Personal Defence Sidearm
Personal Defence Sidearm: Range 12", Strength 2, AP 6, Pistol
The self defence arm is commonly reserved for important individuals. Shooting a small solid pellet, it sacrifices the strength of a laspistol for a small amount of penetrating power. (I might scrap this and just take a laspistol for simplicity's sake.)
Special Rules:
Yes, Minister!
Each turn the minister may attempt to order his civil servants to pass as many
pieces of legislation as he ha civil servants to do so. These include:
Red Tape: Nominate a troop choice in your army. If the civil servant drafts the legislation that unit counts its leadership as 10 until your next turn. The unit is also given the 'slow and purposeful' universal special rule. Requires 1 civil servant to draft this legislation.
Paperwork: The civil servants are told to carry on with paperwork. For each civil servant who completes this order you may nominate a Platoon or Company Commander. They are permitted to issue one additional order. Requires 1 civil servant to draft this legislation.
Controlled Demolitions: The bureaucracy sets out demolishing key bridges and barricading motorways etc. This delays reinforcements for both armies. Reserve rolls for all units from now on are a 5+ always. Note that flyers, skimmers, jump/jet troops and jet bikes are unaffected by this legislation. This requires 2 civil servants to legislate.
Request Local Defence Agencies Assistance: Whether this comes in the form of off duty police officers, Adeptus Arbites, or even a choir of psykers exploring the warp, the Minister may use his civil servants to request assistance. Roll a d6 for each unit in your opponent's reserve and consult the table below. This requires 3 civil servants to legislate.
1-2: Nothing happens. The reserves may have changed direction or gotten past the ambush point before the defender's could occupy it.
3-4: Delay, reserves affected this way may not be deployed this turn.
5: Resistance, a small detachment of light arms has engaged some troops in a firefight, or perhaps a psykers choir has been able to disrupt the daemons in the warp. 2d6 strength 3, AP - hits are taken against this unit with armour saves allowed.
6: Heavy Resistance: the enemy force had run into a large detachment of resistance or possibly even another battle in the same area! This enemy unit suffers 3d6 strength 3, AP - hits in addition to d3 strength 7 AP 4 hits. All hits against vehicles are taken against rear armour.
Slow Wheels of Bureaucracy...
The civil servants will pass legislation on a die roll of 5 on turn 1, a 4 on turn 2, a 3 on turn 3 and for every turn after that. Depending on the number of civil servants required to legislate each one must pass his test. For example. If you wish to carry out controlled demolitions on turn 2 you will need to roll three dice at 5+.
Possible addition (Perhaps too many rules already)
Mind lock: The civil servants are completely incompetent without a minister overseeing them. Their unit must roll a 4+ at the start of every turn if they are to do any action with the exceptions of fleeing or continuing an assault already in progress from the previous turn.
I'm looking for a wee review of this, an estimation of points cost. Someone to point out the (inevitable) flaws in this model and a couple of suggestions for a 4 civil servant legislative power. I'm quite fond of the idea of a unit which bugger up your opponents reserves, so a power in theme with that would be interesting. Also, please suggest other powers you think are good/funny/interesting.

In addition to using his sue ability this lawyer may also add 1 to the result of any single d6 of his choice during the legislation phase. (The legislation phase for the Administratum comes before the movement phase)

Instead of additions to the Imperial Guard, the Administratum is becoming its own army!
I'll get the whole proper codex layout etc. Should be a fun project for the year!

Actually sounds a fairy sensible/logical suggestion. A couple of changes I would make:
Lower WS and BS to 1 and 2 respectively. Also remove flak armour. These are bureaucrats we are dealing with.
I'm also thinking that reserve rolls should only be modified by 1. Or perhaps he could make units which are allowed to deep strike from turn 1?
Not too sure about the shooting attack either, perhaps if he had a squad of computer technician Civil Servants with him which could hack into enemy vehicles upon his command.
I want to try to keep the Administatum as an army which doesn't fight. It sort of trolls your opponent and buggers up his units. Then once his units are sufficiently buggered you can attempt to cause a bit of damage.
I must admit, I do like the "Stuff the Bus!" rule, seems like a pretty unique idea. Haha! I'm imagining 18 civil servants being stuffed into a chimera armed only with slightly sharp fountain pens. Sorry, what you saw was the result for bad formatting on my part. The initiative of these units is maximum 3, most units only have 2, it is actually the leadership value result which is too far left that you are reading. Sorry about this, hope it explains the anomaly.

Heh, maybe lawyer interns could be a unit which is added onto a squad. Then they give their squad a few advantages. Perhaps the lawyer interns competitive advantage would allow his unit to break off from an assault, a bit like hit and run?
Riot police sound good, I want to keep this army a bit apart from the Adeptus Arbites, but yeah, I think I'll add riot police anyway. Hmm, I'm thinking they need their own vehicles we well.

Water cannon (strength 1, AP - ,template. Every enemy model caught under the template must pass a strength test or their unit will to ground. To pass you must roll equal to or below your strength.)
Special rules
Detainment Without Trial!
If the riot van has riot police within 6" any enemy unit which has gone to ground may be arrested subject to the following conditions:
the enemy unit contains 6 men or less.
there are no other non-pinned enemy units within 6" of the pinned enemy unit.
Arrested units are transported in the riot van for the rest of the game. They may be voluntarily released by the Administratum player if he/she so desires. Wargear may be removed from the prisoners prior to release by the Administratum player. ( There is NOTHING funnier than stealing an assault terminator squad's thunder hammers and storm shields, then dropping them off somewhere onnthe board where there will be no fighting. xD )
Transport
The Riot Van can carry up to 12 units.

Heh, I was operating on the premise that a basic human is strength 3 toughness 3. Thought subtracting two points would be a bit much. I mean, at toughness 2 a chaos marine squad is wounding them on 2+'s from their bolsters! xD At toughness one a lasgun would be doing the same damage to them as a bolter. Haha!
Ok! How about a squad of Filing Interns is led by "The Boss"?
Basically, like a sergeant for the guardsmen?
Similar stats +1 leadership?

There are two effects- one for each unit picked. This represents the (HQ name) redirecting supplies from one unit to another. All effects only last until the end of the player turn.
-You will need these to protect me! The (HQ name) automatically gives any squad he joins all the above Infantry bonuses without inflicting any negative effects on other units. However, they lose them if he dies or leaves the unit.

Vox Broadcaster: the constant droning of prerecorded encouragements, subtle threats, and outright lies has a moderating effect on members of the Administratum and grates at the nerves of their opponents. Friendly Administratum units with the Rage USR within 6" of a model with a Vox Broadcaster may act as though it does not have that rule. Enemy models may be targeted with the following shooting attack:
Vox Broadcater S: 6 AP: 2 Assault, Template, Tests S vs. Ld to Wound, Vehicles unaffected
Distribution Pods: used to distribute inspiring posters, daily memos, and updates to policy to the bureaucracy, these pods print and dispense paperwork en masse to further the will of the Minister and his Servants. A model with a Distribution Pod allows a Civil Servant to issue the Red Tape and Paperwork legislation to an additional unit so long as that unit is within 6" of the Courier Skimmer and the Courier Skimmer is within 6" of the unit receiving the initial legislation. Additionally, each model equipped with Distribution Pods allows a one-time +1 bonus to a Request Local Defense Agencies effect roll.

I like the sound of this unit! Sort of playing your units off against one another. Sounds great! I'm all for this!
This is exactly the kind of unit I'm looking for in this army's codex. Sort of abandoning the traditional ranged/close combat axis in favour of the combat/administration axis. Excellent! We needed a fast attack role filled!
What do you imagine these vehicles looking like?
Would armour 9 be more acceptable giving the fact these are civilian vehicles?
I've changed the stats on your weapon a bit:
Vox Broadcater S: 5 AP: 2 Assault 1 , Template, Tests S vs. Ld to Wound, Vehicles unaffected
Lowered strength by 1 and clarified the Assault number of attacks as 1.
Also,
"A model with a Distribution Pod allows a Civil Servant to count as 2 Civil Servants when calculating the amount of legislation which can be written, to this effect a Civil Servant would be able to attempt to issue the Red Tape command twice instead of once per turn. This all takes effect so long as that unit is within 6" of the Courier Skimmer and the Courier Skimmer is within 6" of the unit receiving the initial legislation. Additionally, each model equipped with Distribution Pods allows a one-time +1 bonus to Civil Servant's legislation writing rolls for the Request Local Defense Agencies legislationl.
I redesigned this rule a bit, let me know what you think.

I figured they'd be stripped down landspeeder storms, with bullhorn speakers mounted underneath for the Vox Broadcasters and paperboys slinging rolled up papers in the back.
If you're not keen on the speeder, I imagine a flat-bed truck would work just fine, like the Homer Stokes campaign truck from O Brother Where Art Thou.
As far as the rules go, I consider anything I write in a forum public domain and have no qualms with you making the adjustments you see fit. I figured S6 on the Vox because you'll want it to be able to wound on 6's against Ld 9 and higher. Making it S5 means that Ld 10 units will be immune, which I guess they would be, being that loyal to their cause. Thanks for clarifying Assault 1, that was my intent but I hit the backspace one time too many.

A squad of Riot Officer's counts as a Troop (or Elite?) choice.

Additional Wargear:
For every three Riot Officers one may choose to replace his riot shield with any of the following:
Riot gun (+5 points, reduces ballistic skill to 2)
Personal Defence Sidearm (free see earlier in thread for weapon stats, also gives the riot officer an additional attack in close combat.)
Unit Type: Infantry
Special Rules:
-Hold the Line! Enemy units assaulting a squad of Riot Officers lose one attack for every riot shield in the squad. If the total number of possible attacks is 0 or a negative number then the enemy is forced to retreat and a sweeping advance is made.
Riot gun - Bulky, heavy and unwieldy to use. The riot gun fires a solid plastic slug at a moderate speed in an effort to disarm the user's opponent.
6" Assault 1, Strength -*, AP -
*Every unit hit of toughness 4 have their initiative reduced to 1 for any assault phases in that turn. Units toughness 5 or above are too hardy for a little plastic bullet to affect them.
A squad of 10 Riot Officers may take a Riot Van as a dedicated transport.

We have a couple of troops, a couple of HQ's, a couple of Elites and a Fast Attack choice.
We need a heavy support choice or two for the Administratum?
I was also thinking that the administratum could take Servitors as basic troops?
Any views on these issues?
I can't think of any kind of heavy support option at all for them. XD

Tracks: before the battle, each train gets a single line of tracks that go from the owning players side to his opponents side. The tracks must be dead straight and cannot pass through difficult, dangerous or difficult terrain. Tracks are open ground. Trains may only travel on tracks, and more than one train may be on a single set of tracks at a time.
Tonne on the Run: any unit tank-shocked by a Train immediately takes D6 S:6 AP:4 hits in addition to the normal Tank Shock rules. Trains also count as front armour 15 when ramming.
Inertia is a Bitch: a Train must move at either the same speed, one level greater or one level lower than the speed it moved last turn, and it must go in the same direction as last turn too. To go backwards, it must come to a complete stop and then go. Eg, if it moved 12" last turn, it may move 18", 12" or 6" next turn, and it may not stop, or go backwards.

I had the Idea of it bieng 1 gun with multiple ways of shooting, like the thunderfire cannon.
... hmmm I remember cerimonial troops in one book... shiny with lots of gear but not good in battle. This list needs some staying power

For every 5 men, 1 may replace his long rifle with: a Flame, or Grenade launcher for +5pts a melta gun for +10 or a Plasma gun for +15
Sargent may replace his pistol with Bolt pistol+2, hell pistol+5 inferno or plasma pistol for +10 or power claw+15
Sargent may replace his CC weapon with a Power sword+10 power claw+15 or Power fist+20
Squad may have frag grenades for +10 points for the squad
