It's the thing being sprayed out of the blight drone, I don't know what I should call it. My initial thought would be to use a hot-glue gun, but I dont think that would give the right effect once painted.

Anyone of you, with experience on the subject?

That appears to be clear rod with some sculpted water effects.

Some sort of resin probably applied to a clear rod as the person above says.

But it looks absolutely rancid.

I read an old WD, where GW had an add for something called "Water Effect" - but I can't find it on their website, did they discontinue it or what?

Wow, yes they have - I hadn't noticed. I was thinking about getting some of that, too. Still, I'm guessing you can get a similar thing somewhere else

There are also modelling epoxies out there that are similar to greenstuff, except the original components are more liquid and they dry clear.

The best part is that you can mix paints into them so that they cure to look like colored water.

I'm sure they still had, but sure enough I can't find it either. I still have a tube of the stuff. There are many other companies that make the same water effect stuff. However, that wouldn't be able to give the effect the original post shows. Water effect is essentially just a thicker water and will obey the same gravitational principles as water, you'd never be able to achieve the effects of the Drone stuff with water effects. It only really works for flat pieces of water.

Go to any model railroad site and you can get info on water effects there.

I have seen people using UHU 2 part clear epoxy with ink mixed in to get a very similar effect link: http://www.youtube.com/watch?v=3EeJSMKKIQs
