Here are my recommended steps for starting SW
1) Get codex
2) Read codex and decide which units you want to use
3) Come up with a list, post it on here and get some constructive feedback on what you need or don't need
SW have alot of options on what builds they use so I find it better to decide on 1 or 2 units you really want to use and create a build around them. That being said Rune Priests are very useful and should be considered for most builds.

Long Fangs.
I don't care what kind of SW army you decide on, you will want some of these. They are too good for their points cost not to take them.

I can honestly say that I've never seen a SW list that didn't have at least 2 units of Long Fangs (usually MLs).

I laugh in the face of "standard list building!"
But back to the OP. Long fangs are really good. But if you do run them put them in cover because they like being targeted. The thunderwolves are an amazing unit but pricey. I paid 73 for all 5. Which when I think about it isn't that bad at all. Got them from Mythicast.com. The good thing about having more then one "uber" unit on the board is that your your enemy will have to either split fire or concentrate on one or the other. The thunderwolves are a big threat and take a lot of fire from other units. And even though they are only one unit of long fangs they can take out at least two vehicles per shooting phase (with good rolling) because of them being able to split fire. But build your list they way you want and you will get help. GOOD LUCK! FOR RUSS!

Buy the battle force but it how you put them together, so you'll extra meltas and missile launchers from somewhere.
Codex first obviously.

The question is- Do you want to have a fluffy list, a themed list, or a list where you basically aren't even playing warhammer but simply rolling to hit with 20+ missiles every turn?

Yeah I'm going to jump on the "dont spam longfangs" bandwagon. I field one squad, and usually a pair of vindicators. My one squad works well with the vindicators and my pair of typhoons, you don't need 3.
I'll admit it though- when I'm in a foul mood and want the win, I field two

Bah, I will field all 3. 2x Missile Fang Squads and 1 Plasma Cannon Squad.
Almost nobody I play seems to realize how dangerous the plasma cannons are(at least not the first game). They tend to make their points back in 1-2 shots.
Grey Hunters are also one of the best troop choices in the game.

You'll want multiple razorbacks or multiple rhinos.
The terminators are just really expensive.
The set up given to the grey hunters is also important.
Post a list

The Space wolves tac squad box is great way to start. You can have the unit as grey wolves or blood claws with bits to spare for wolf scouts(if you but a scout squad) and Long fangs ( if you buy devastator squads). FYI Long fangs are a must IMHO as THEY KICK SOME MAJOR BUTT. If you are starting slow get this:
2 Bloodclaw/grey wolves boxes
1 Devastator box
1 or 2 razorbacks (depending on your budget)
1 HQ of your choice.

If you're not going 3 squads of longfangs, might I suggest a pair of vindicators? They go well with lots of marines moving up aggressively in rhino's/razorback, are fun to use and have a big S10 Ap2 pieplate

Here's what I run in my 1850 list. My gaming group has a bit of everything - Blood Angels, Sisters of Battle, Imperial Guard, Orks, Chaos Space Marines, Tau, Eldar.
HQ
- Rune Priest (Runic Armour, Living Lightning, Jaws of the World Wolf)
- Rune Priest (Runic Armour, Wolftail Talisman, Living Lightning, Murderous Hurricane)
When running multiple Rune Priests, they can't have the same combination of wargear or psychic powers. I also use the pewter model and the Finecast Njal Stormcaller model as the second RP.
Elites
- Wolf Scouts x5 (Meltagun)
- Wolf Guard x5 (Power Fist, CombiMelta)
Scouts are kept in reserve and used to hopefully deploy along the opponent's board edge and pop a tank or harass heavy weapons infantry. The Wolf Guard are split off and join the Wolf Scouts and Grey Hunters Packs.
Troops
- Grey Hunters x8 (Mark of the Wulfen, Meltagun, Wolf Standard, Rhino)
- Grey Hunters x8 (Mark of the Wulfen, Meltagun, Wolf Standard, Rhino)
- Grey Hunters x9 (Mark of the Wulfen, Meltagun, Wolf Standard, Rhino)
- Grey Hunters x9 (Mark of the Wulfen, Meltagun, Wolf Standard, Rhino)
Each Grey Hunter Pack has a Wolf Guard with it, while the two 8 man squads also get a Rune Priest.
Heavy Support
- Long Fangs x6 (Sergeant, 3x Missile Launcher, 2x Lascannon, Razorback with Lascannon and Twin-Linked Plasma Gun)
- Long Fangs x6 (Sergeant, 3x Missile Launcher, 2x Lascannon, Razorback with Lascannon and Twin-Linked Plasma Gun)
Long Fangs are deployed along the back edge in cover while the Razorbacks function as mobile weapons platforms. Lascannons allow me to punch through AV13, AV14 and 2+ armour.
