So i need to make some Warrior Acolytes with bolters and meltas. My choices are narrowed down to Guardsmen (Cadian) or SM Scouts. i am almost leaning towards the scouts, but i would like other folk's opinion before i start spending cash for stuff that i might possibly not like.

Uh, well they are both fine. I don't think this is a decision anyone can make for you, the models are very equal in terms of quality.
There are a few nitpicks I could make I guess. The SM scouts have some funny faces though, which annoys me when I plaint them. Very playdoughy. You get less extra bits in the package, and they will be a bit more expensive. The guardsmen are a bit more posable, but the scouts have more dynamic poses. On the other hand, guardsmen don't come with bolters, though I think they do have meltas, which I think the scouts may lack.
But those are pretty small gripes. I know it is annoying advice, but you just have to get the ones you like the look of more.

As rip mentioned Scouts have bolters but no melta, Cadians have melta but no bolters
Personalty what I did was use cadians as they have lots of laspistol/CCW arms and it was easy to convert the cadian lasgun arm that had the left hand unattached from the gun to carry a bolter.

Go with guardsmen, especially if you're using the 5+ armor default. Then ask around your LGS. Chances are everyone has extra bolters.

Meltas? In the Cadian squad box? Nope! You get one plastic melta gun in the HQ squad box but none in the squad box. You have to buy the metal special weapons blister with one melta gunner and one plasma gunner, and it's not a cheap blister.

you can get metal bits for your guardman, I got a blister of 5 meltagun or 5 plasma or 5 flamer.
They not that expensive.

IMO go with the cadians if you have any spare bolters laying around. You get 10 henchmen, and plenty of spare parts to use for further conversions. I mean, its only $4 more at full retail for 5 more troops.
