I'm just getting into Fantasy, and starting a Daemons army. I'm planning on having some heralds in the art, but I'm unsure of the base size. I don't want them mounted, and all the models come with Thier mounts. Which size should I use?

They're just regular dudes.

Though I wonder about the Blue Scribes special character. They specifically say they are on a disk and the BRB says they are Cavalry. I thought this model would be good for him:

If they are on disc - then standard disc base I imagine.

The disc base in the 40mm x 40mm, or the Monstrous infantry base, if I remember correctly. Maybe the 50mm by 50mm.

Heralds are just the lesser daemons with higher command status and shinies. So, a Khorne Herald is a Bloodletter, a Tzeentch Herald is a Pink Horror that looks spiffy, etc. Giving them cool weapons/interesting painjobs, or even things for them to stand on on their base so that they can be told apart is really all ya need.

The correct question is, would I be enjoying this hobby if I did this?

The correct audience is you.
