Can you cast Psychic Communion while the Brother-Captain is in reserve?

It's in the same section of the rules which states that models don't fire their weapons while in reserve.

It says nothing in the reserve section about that or even in the shooting section. Also this is not a psychic shooting attack. It has to be some where though hehe

You need to find permission to roll a psychic check while off the board.

To be perfectly clear about what nos and solkan are saying:

The default for any action is "You cannot do that." It's up to the rules to tell you when and where you can do things. Since psychic powers are never stated to be used in reserves, by default you cannot use them in reserve.
