Which of these lists do people think would be better to play with, neither of these are intended for anything more than friendly gaming. And neither are win at all cost lists.

I like list 2 better.

1 suggestion, put a ML in the scout squad not a HB. The ML will mesh better with the ML and LC in the dev squad.

The second list is the one I have more or less been running, just brainstorming with the first one, I really like the fluff of the Death Company so trying to make a way of working them into an army without drop pods or transports or stormravens. Which might be asking too much.
