For a decent starting army and supplies for modeling I would say $400 bis a great starting point for a 750-1000 point starting army...assuming you buy on ebay(I recommend discountgamestore as a seller)

Hi, this is generally what happens when you post in the introductions forum, a lot of us just post the same line to improve post counts, advertise things, etc. I'm probably the most guilty of that here, I've been known to accidentally greet spambots in the past. The introductions sub forum is generally to introduce yourself to the forum as a whole.
As for your Grey Knight conundrum, what kind of an army are you looking for? Are you going for a fluffy list or something competitive, because there are plenty of builds from either side to choose from.

Welcome to dakka and 40k! For grey knights you should probably start with about $200-$300 and get terminators. Trust me, starting grey knights with strike squads is not fun, I've tried it! You should also get a land raider and Draigo. They both will boost your points count and are effective units. Happy gaming!

Land raiders are about $75 (I know!) And Draigo is about $20. I can see you don't know who Draigo is, so hes the Grey Knight Grand Master, an awesome character who destroys in close combat.

Yeah, you should get Draigo, he mauls EVERYTHING, there is nothing in the game he won't AT LEAST inflict a wound on, EVEN IF YOU ROLL BAD!

Ok, if you're going for competitive I can list a couple of builds. I haven't got to play against GK much since 6th so I'll go with what I know.
The affore mentioned Draigowing is probably good from your situation, it has a lower setup cost both financially and in points, and wanders around beating things. Yes, he is a beatstick, and yes it's quite cheap to set up, but you might want to give it a test run first as some people find it boring to play.
Alternatively, on the other end of the spectrum, you can run a henchman army. Another special HQ here in Inquisitor Coteaz, however I wouldn't go for this as it will be quite expensive for GK standards.
Finally, you can do a Purifier list, another special character in Castellan crow. This will maul horde armies and multi-wound models pretty bad but at the end of the day these expensive models are still marines despite their points cost. In financial terms it's more expensive than Draigowing but less expensive that Henchmen.

That sounds like Draigowing. You should run termies and Draigo. I run Purifiers, but its a personal preference.

Also by taking Draigo, Paladins become troops I'm pretty sure.

Firstly read the rules or borrow them from someone so you have a rough idea how it works. I'm sure there are some youtube videos somewhere.
Next buy, beg, borrow the codex - this is the book with background and army list.
Decide what type of army you like - draigo + paladins is compeditive but it also depends on what you like, no point playing draigowing if you like to have a horde!!
For 'draigowing' you need a HQ which would be draigo, and 2 troops which would be paladin (elite terminators - they use the terminator box set)
It is actually possible with grey knights to do a 1500 point 15 man list - it consists of draigo, a librarian, 3 techmarines with grenades (grey knights have access to some fancy grenades) and 10 paladins.
