I've decided I don't like the scale of Planetary Empires. Isn't the point of 40k to control the universe? not just a single planet....to combat this dilemma I've created my own planetary empires but on a larger scale. I have not created the exact rules yet but I'm figuring it'll play out a little like risk but with warhammer involved. This would also be great in a group that plays together regularly (like 3-8 friends getting together weekly). It adds story to any game of 40k you play, because you're trying to win a galaxy!

Anyways I'm starting on making the rules and pieces and wanted some input. Some potential ones right now are things like:

Tyranid player holds world for longer than two turns, the planet becomes consumed and is counted as permanently held by tyranid player unless all tyranid territories are lost.

Orbital bombardment card, allows player to specify a territory to utterly destroy preventing movement through or capture

Territory type determines landscape, ie fortress of purity is played as one player holds a fortress the other player must eradicate the defenders or a hive planet would be only city terrain

So I guess what im looking for is types of special moves each race could do (orbital bombardment, chaos taint, red harvest), how forge worlds and resource worlds could play into it, how players could move from planet to the other and invade a planet (random draw of territory cards?). and any other advice (spelling, backstory, more/less planets etc)

If you haven't already considered it, try incorporating BFG into the mix, then you can assault planets and that meat-grind. It'll add a degree of defense to your planets too.

I really like this idea! Hahaha, allows someone to cleverly put together an Apocalypse Campaign over the course or something. This is nice I will have to show this to my friends, they are big fans of risk and things.

I also second incorporating BFG if you can. That would make a cool double-layer combat where you may win the ground battle but not the space one. Or vice versa, and that would have effects on how your victory (or defeat) turns out in the long run

There are both Forge World and GW produced models, but the GW stuff you have to get through direct order. And between the two of them, most of the races are represnted (if rolled together under other fleets). It's also surprisingly cheap when compared to standard 40k, since the force size is much smaller and all the rules are available for free on their website

Just checked out BFG on GW, it's still almost as expensive as buying a squad of guys just for one ship, might have to wait until summer to buy the playing pieces. I'll be posting some of the territory cards and ability cards later tonight

I totally spaced the idea of depletion/gain cards. Right now im working on the rule book but i intend to have energy be gain by amount of territories held/special territories (such as industrial areas, shrines, temples, cities, wrecks, fortresses, mines, and research stations). You will also be able to build armies, fortresses, trench works, spaceports, fleets, and HQ units using energy at a much higher cost then using a card. Also game pieces will dictate the point value of your army, so as to be more like real war. 250 point armies being the baseline and then 500, 1000, 1500, 2000, 2500, etc. But you can combine armies to reinforce an area. I think it'll make the game move a little faster having some battles of 250 point vs. 1000 point army is unfair but not all territories would be equal in troop strength.

More stuff to come as i get it done.

Here's the energy credits and Player tokens

Ideally there would be one player for each race but since most people play multiple armies additional tokens may need to be made for other chapters of space marines, legions of Imperial guard, or any other race that has multiple players.

Player tokens are used to indicate which territories or planets are controlled by which race, but do not mean the territory has an occupying army on it.

Energy Credits will be used in the game to buy fleets, fortresses, trench works, generals, armies, ability cards, and spaceports. Energy is accumulated through number of territories controlled, factories held, cities occupied, shrines held, tombs held, forts held, and planets held. I made the credits in increments of 1, 5, & 10 since ability cards cost 1, 3, 5, 10, 20, or 30 energy.

Here's the first sets of armies.

Triangle = HQ unit (General) from your armies codex
Eagle w/ Circle = Star Port, required for your armies to move to your fleet
Star w/ Circle = Fortress, your forces defend a fortress from invaders in battle phase
Line w/ 3 triangles = Trench Works, build on edge of territory to use a trench system in the battle phase (Can only be used on a battle from the territory it borders, you can have as many trench works as enemy territories touching your territory), Can be used with a fortress.
500 Bar = 500 point army occupying a territory
1000 Bar = 1000 point army occupying a territory
1500 Bar = 1500 point army occupying a territory
2000 Bar = 2000 point army occupying a territory
2500 Bar = 2500 point army occupying a territory

Still haven't decided what I want to use for fleets yet, BFG would be cool, but the $$ for it out-ways it's coolness.

Army bars can be combined or broken up to be moved to other territories, when attacked by an enemy, the full force of your troops occupying a territory are used. But if you attack you don't have to bring all the units from the territory you're attacking. The point value determines the size army you can bring into a regular battle, but the HQ unit if you have a triangle with it means you get to bring in an extra HQ unit for free!

Fortresses and Trench Works can be taken by an enemy if the territory is left undefended, but if it is defended and you loose the territory they are considered destroyed.
Star Ports are destroyed if captured because alien craft would be compatible with non alien tech.

How am i doing so far?

Not sure yet if you should get armies based on territories held or by buying them with energy.

Alright so to sum up game play as I have it so far:

Picture one:
Raven Guard hold the entire planet of Bjorne's Folly and have a sky shield defense network preventing all forms of invasion. The Raven Guard commander only left a small entrenched detachment thinking the planet would not be invaded.

Picture two:
Hive Fleet Dragonus breaks through the Sky shield Defense Network using an Overwhelming Odds Ability Card and precisely lands 14,000pts of troops on Bjorne's Demise using a Precision Strike card. In their movement phase they manage to take all but a few territories. By moving the smallest number of troops into each unoccupied territory they managed to take most of the planet. The Raven Guard Star Port is destroyed.

Picture three:
The Raven Guard are completely surrounded on all sides and chooses to surrender The Highlands rather than play an hours long apoc game.

Planet Invasion is usually done through a random draw of 1-3 cards from the territory deck. But you must have a fleet in orbit going into the movement phase.

Phases:
Buying Phase -> Placement Phase -> Movement Phase -> Battle Phase -> Relocation Phase -> End of Turn

Buying Phase:
The time to buy or use: cards, fleets, fortresses, star ports, trench works, generals, and troops.
Placement Phase:
The Time to place all newly acquired units.
Movement Phase:
The time for your troops to move into unoccupied territory or declare battle on enemy territories. and for your fleets to move
Battle Phase:
The time to play out your declared battles in good ole standard 40k fashion. Or for an enemy player to surrender territories not worth fighting for.
Relocation Phase:
The time for your troops to move through connected friendly territories to reinforce other areas.

I'm going to put all of this in an easy to read manual but i figured you guys would want to know what direction i was taking with gameplay. Any feedback is greatly appreciated

Here's set four, five, and six (six's not finished, photoshop crashed :( ) for the ability cards. I'm thinking of dividing them into 3 separate decks, space, land, and diplomacy so you have a better chance of getting a more specific card like sky shield or reinforcements.

I'm loving this idea. I do have a thought though, if you care to hear it. But how about instead of just forfeiting the match and losing the forces. Why not have an auto resolve, where you roll a D6 on a chart like this.

1- Crushing Defeat,defender loses all forces.in territory

2- Close Defeat, defender moves X amount of points to a connecting friendly territory, if there is none then count as a Crushing Defeat

3-Draw, Both Defender and Attacker lose Y(Being randomly decided for each player) amount of points. Defender keeps the Territory but cannot attack anywhere but the territory that attacked it.

4- Phyrric Victory, defender keeps the territory, but both players lose Y(being randomly decided for each player) amount of points.

5- A Good Day, defender keeps territory and nobody loses Points.

6- Act of Beings Higher that us. The Defenders gain an extra 500 points to their forces, but a battle must be fought out.

Obviously, it's just a rough idea I pulled out of my head. But it would help against players just Juggernaughting across the board.

The Numbers so far:
There's 11 Planets totaling 163 territories
There's 54 unique ability cards which I'm classifying into three decks, Army, Navy, & Diplomacy. Ideally there would be 52 cards in a deck. I've made 21 cards that could be considered as a Diplomacy card. 24 that could be Army Cards. And 16 which could be Navy cards. There would be multiples of some cards in each deck.
I still have at least 5 more cards to make once i find the right artwork for them, (virus bombing, tryanid consumption, and a few others).

Energy Gain:
You gain 3 energy credits for every territory held per turn. Some territories give a bonus.
  • Cities - 5 additional energy credits a turn

  • Shrines - 2 energy credits a turn

  • Fortresses - 5 energy credits a turn (Not the kind you build)

  • Research Stations - 3 energy credits a turn

  • Mines/Industrial complexes/Forges - 4 energy credits a turn

  • Wrecks/Ruins - 1 energy a turn


  • Energy Costs:
  • Fleets - 10 Energy

  • Fortresses - 7 Energy

  • Trench Works - 5 Energy

  • Star Port - 5 Energy

  • 500 point Army - 5 Energy

  • 1000 point Army - 10 Energy

  • 1500 point Army - 15 Energy

  • 2000 point Army - 20 Energy

  • 2500 point Army - 25 Energy

  • Any Ability Card - 1 Energy (But some cards have an energy cost to use)

  • HQ/General - 5 Energy


  • Game Start:
  • Each player randomly selects a planet to begin on an is given one fleet, one star port, one HQ, and 10,000 points of armies

  • or
  • Each player (for 5 players) draws 33 random territory cards and is given one fleet, one star port, one HQ, and 10,000 points of armies

    Nevie I did incorporate some of those ideas already into ability cards. The Utter Defeat card allows you to advance into the enemy territory you were attacked from once you defeat the attacking army. I'm almost certain there will be Juggernauting (probly by me lol). I have been playing with the idea that the amount of points you loose in the battle phase reduces your army on the board, but then if you think about the fluff behind 40k war, tanks would be repaired, wounded would heal, and weapons would be replaced...so i dont know...like i said im still trying to figure out how to make it work. Thanks for the input though, with as much work as im putting into this I would think more people would want to help make it better

    So I've been talking to Nevie and I really like his idea on surrender rules.

    Upon declaration of invasion, the defending player may choose to surrender the territory to the enemy invader. If this declaration is made a roll of 1D6 by the defending player will determine the conditions of his surrender.
    The outcomes are as follows:
    1- Crushing Defeat,defender loses all forces, trenches, and fortresses in territory

    2- Sacrifice, defender moves half of occupying points to a connecting friendly territory. defender destroys all trenches and fortresses in territory, if there is no friendly territory then count as a Crushing Defeat. And attacker takes territory.

    3- Draw, defender keeps territory and nobody loses Points.

    4- Hold the Line, defender keeps the territory, but both players lose half of attacking/defending armies points.

    5- Death Before Dishonor, The Defenders gain an extra 500 points to their forces, but a battle must be fought out.

    6- Surprise Attack, Defender sneaks forces around attacking army and invades the territory the attack was launched from with all forces. The attacker takes the defenders territory and all defenses within though.

    Random Outcomes can be modified with ability cards.

    I've also made force multipliers for armies larger then the piece value, similar to the ones shown in the game play photos. if you had a 14,000 point army you would put X14 token down and a 1000 point army piece on top of it. This frees up board space. : )

    If anyone has a galaxy they would want made to play this game in let me know and we'll talk about getting it made.

    wargey so your talkin like a lava death world right? The Star port wouldn't be fixed because you can buy them in game, and they are used to transport your armies to your fleets.

    I had some trouble with this since Nocturne is technically two planets, so I changed the layout slightly. Hope you like

    Also all but one of the locations are straight from the planet description on http://warhammer40k.wikia.com/wiki/Nocturne so hope it is to satisfaction.

    Also for everyone's reference,
    The maps are scaled to be printed on 48" x 24" paper
    The game pieces, cards, and tokens are scaled to be printed on standard 8.5" X 11" paper or "Letter size"
