According to the Necron codex, a model with the Ever-Living rule does not leave an ever-living counter with the unit, but instead leaves an Ever-Living counter where he died. However, the Necron FAQ says:


Q: If a unit with one or more reanimation protocols or ever-living counters fails its Morale check and falls back off the table, what happens to the counters and the models they represent? (p29)
A: They are lost and no Reanimation Protocols/Ever-Living rolls are made.


Since ever-living counters don't stay with the unit according to the Ever-Living rule (meaning that once the guy with Ever-Living drops, he and his counter are no longer tied to his unit in any way), under what possible circumstances could a unit fall back and take ever-living counters with it?

Notice that it says "Falls Back off the Table" not just falls back. I think that is were this is going with that.

was looking at the FAQ, and it seems that if the unit does indeed fall back off the table then all counters are lost including the EL ones. That seems to be the only exception to the EL rule.

Except that the EL counter is not attached to the unit in any way. It never was.

If Necron Lord A is attached to Immortal Unit Z and Necron Lord A dies, his EL counter has exactly as much connection to Immortal Unit Z as Necron Lord B's on the other side of the field (that is to say, none).

The instant the EL counter is created, all links between the model that had it and the unit he was with are dissolved.

So again I ask, what the heck is this FAQ about?

Except that's wrong. If you have an Ever-Living model attached to a unit, and it goes down, it must stand up in coherency with that unit if the unit still exists when you make the roll.

If the unit does not exist, then you may stand it up within 3" of it's counter (assuming you haven't had to remove the counter for various reasons). If it stands up this way and you place it in coherency with another unit it is eligible to join, it will automatically join that unit...but all this can only happen if it's original unit is gone.
