Just checked on Facebook GW : DE one of the questions was replied with

there are currently no plans to print Codex: Inquisition, and it will remain a digital exclusive for the foreseeable future.

This was confirmed when it came out actually. The issue is that they (from what I understand) want to be able to update the codex at a later date when C:GK gets updated, and if they print it then people have to buy a new one, but if it's digital only you can just download the updated version for free. So that's the trade off.

So really, the issue is that GW persist in drip-feeding codexes out over a span of years instead of releasing a complete ruleset with each new edition...

Of course it won't get printed. If they make a paper copy it will be too obvious just how little content the "codex" has.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

So say, if they get around to redoing Grey Knights in a year or two no one is out of the money for the book they already bought. They can just update it to the new information. Of course this also confirms it will continue to be just a snippet from the Grey Knight codex...

It's not free. I bet you that it's built into the cost of the digital books. They cost more than others because of the continuous support and updates expected over the life span of the books.
