In my apoc book, it says "A Transcendent C'tan must take two Ascendant Powers (weapons) from the following list:"
Do they have to be different?

Don't think so, it just provides a list. What got me thinking was that on the tesseract vault page it specifically calls out different:

Cheers, rig, this is what I originally thought: why else for the difference to the tesseract vault? (we cannot assume it to be a mistake, RAW)

Perhaps because the Transcendent C'tan's profile is faulty? I have never seen the TC'tan used with 2 of the same power. Two withering waves would be...horrific.

While I agree it's probably not intended, you have no basis to assume it's a mistake. Quite the opposite, given the disparity with the vault: it makes more sense to assume it is purposeful.
So RAW, two withering waves are good :O

Escalation maintained the lack or "Different" in the options so we can certainly assume it is intentional.
