This is something I have thought about once or twice.
Sorta of a 40k "solitaire". I think it could be done, but you might have to take a much much different approach to the game.
I think what most people don't understand is that in a warzone, getting people to do what you want them to do is easier said than done. I think a 40k solitaire would be a lot more focused about getting your army to do what you wanted rather than reacting to an enemy (a very predictable one at that).
That way you wold really be playing against yourself. I'm not sure if I'm making sense.
Anyway I'd be interested in what you come up with. Whatever it is I feel that unorthodox type scenarios would work best. Like you said defending a fort, ect...
I also think it may work best in a smaller points / skirmish level, where you can add in a little more detail or complication. Like keeping track of ammo and having to resupply maybe...
Edit...unfortunately my attempts at this alway end with my favorite models still alive when they should be long dead. God I am a man child.
