I was always displeased by how the fluff mismatches with the game mechanics, so I thought to fix this. I will fix each army in time according to fluff and price appropriately, using a basic Guardsman as the reference point to compare everything to.
This will undoubtedly break the D6 system sooner or later, but I decided to do this anyway for lols.
I decided to start with CSM, and I will probably continue with Orks, then Eldar before moving on to Tyranids. I have just begun, but here is what I have thus far. I am rather satisfied with the stats, but the points may need adjusting before I move on.
Beware, headcanon heresy incoming.
If it looks iffy in comparison to other codices, remember, I use Guardsman Infantry Squads as comparison points and nothing else. Everything else will be changed in time.

Force of One: All models with this special rule are separate squads for all intents and purposes, but multiple squads with this rule may still ride in the same transport, up to the usual capacity limit.
Onslaught: A model with this special rule may refuse challenges without the usual penalty, and can never be forced to issue one. However, if challenged, the model with this rule must allocate wounds to to the challenging model until he is dead. He must do the same if the model with this special rule is the challenger, and the opponent accepts.

Power Fist: Sx2 AP1 Melee, Somewhat Unwieldy
Somewhat Unwieldy: A power fist is cumbersome and difficult to use. To reflect this, attacks with a Power Fist are resolved at Initiative 4.
Chaos Bike: A model with a Chaos Bike changes his unit type to Bike. It is fitted with a twin-linked Astartes Boltgun and causes the model’s Hammer of Wrath attacks to deal D3 S7 AP4 hits instead of the usual hit.
Jump Pack: A model with a Jump Pack changes his type to Jump Infantry. It also causes the model’s Hammer of Wrath attack to be resolved at S7 AP4.
Power Armour: A model equipped with Power Armour gains a 3+ Invulnerable save. In addition, he may re-roll his armour save.
Terminator Armour: A model with Terminator Armour gains a 2+ Invulnerable save and the Very Bulky special rule. In addition, he may re-roll his armour save. However, the first time he fails an armour save (After re-rolling) it is reduced to 3+, but may still be re-rolled in the future. If he fails an Invulnerable save, it is also reduced to 3+. A model in Terminator armour may never re-roll failed invulnerable saves, regardless of situation.

Could probably group all your Marine rules under a rule called "Chaos Marine" and avoid having to list every single one for every model.
I think that Salvo 2/4 would be better for your magic bolters than Assault, since Salvo is just Rapid Fire But Better, and the weapon should retain some link to other incarnations.
The problem with your Power Armour rule is that it makes Storm Shields obsolete and lessens the impact of Terminator Armour. I say make the invulnerable only a 6+ in order to preserve the possibility of better things... unless you're planning to make those things rolled on multiple dice?

I'll fix those in time!
But I agree about Salvo.
I made it an 'Astartes' special rule. Loyalists will get a SR that converts Fearless into ATSKNF.
Termies will get 2+ re-rollable armour save and a 2+ invul that can't be made rerollable by any means. Feth, but they will be expensive.

I am still unsure of pricing. What do you suggest?
As for the fluff, it varies to the point where you can't say 'fluffwise it's X' really. I focus on the side of the fluff where Marines effectively are T6 models, since the tabletop focuses on the very opposite.

maybe 120 for a single marine. Though, i'm not sure if this power armor is appropriate even fluffwise. It's basically a ceramite plate. Like on a rhino. Make it just 3+ without invul and cost your marines 70-80 per tactical marine.

Sorry, not gonna go that far. Lasguns are very ineffective, but a lucky or skilled shot can possibly inflict damage.

Nope, i'm pointing out that it doesn't provide 3+ rerollable (which is 8/9 to save) and 3++ rate of protection. Space marine power armor is not as thick as even a landspeeder's armor which is 10-10-10. While 3+ rerollable looks like way better than that.

Oki, playtest it. But to be honest, 3+ rerollable with 3++ is a bit over the top. It's currently better than primarch's protection. How tough should landraiders and rhinos be than?

I did say in the OP I will adjust all races, not just CSM, in due time.
Meanwhile, added more special weapons, nerfed bolt weapons VS vehicles, and added termies.

Add rhinos and landraiders either. But remember - they should be better protected than regular marines cause ceramite plates on a rhino are thicker. And on a landraider MUCH thicker.

I am still wondering of how to do all this with vehicles. I think I will buff vehicles too to a degree. I am thinking LR with AV 15 or 16 (Probably 15) while 12 or 13 should do for a Rhino. I agree that they should be tougher than a PA-protected Marine though.
As comparison, when I get to IG, I will change many things but Guardsman Infantry Squads and Leman Russ will be mostly unchanged, I think. Perhaps Leman Russ need a slight change in how Ordnance messes with their secondary weapons, but that is a small thing.

I do not intend to propagate these rules as a standard. As for 'cheap', I designed them for my own converted, almost-truescaled Chaos Marines.  Not for the straight-out-of-the-box midget Marines.
1500 points, that makes what, 300 Guardsmen? Seems like a good match, I'm happy.
Boyz will be buffed, don't worry. I am thinking S4 or 5, maybe T5 with FnP. Points increase, of course.

I am just making them as tough as I think they should be.
Demigod stats would be all tens.
God stats would be... Imagine Destroyer, but for Toughness, Initiative and so on instead of Strength.

This is becoming very complex very fast.
I am still thinking of how to work out vehicle rules. I am considering giving all vehicles Invincible Behemoth, much more HP, two levels of Explodes! on the damage table, but lower AV.
