I'm looking to get into more comp play and start really testing my skill because next year I want to start attending and hopefully competing in some of the bigger GT's (NOVA, Adepticon, LVO, BAO, 11th Company). The only problem is not very many people around me play comp. I have one person who plays the WAAC list and I don't want to get stuff playing him over and over. How can I start to practice and hone my skills? What are the things I need to do in order to be an average comp player? I'm sure more questions will come up for this thread but I just wanted to hear from you guys.

I'm also very interested in this as the people around me are also very casual. Going into your local FLGS/GW and asking if anyone would like to organise a competitive game. I was thinking about going and asking to organise some kind of tournament to try to draw in that type of crowd.
I think I may just attend a tournament and see where it takes me.

I'm afraid that even if I could convince the people in my local store to start playing all of the netlists that they aren't up to the task in their skill level. Even if they run Daemon Flying Circus if they are a sub-par player then it really does me no good.

This is 40k you're talking about, though. It's a dice game, not a strategy game, and as player skill increases, the more similar it becomes to other players your level, which just means that the more skilled you get the more your games are determined by luck.
You seem pretty new to this, so now might be a good time to get out while you still can and start playing a real strategy game where player skill isn't just manipulating the odds of things happening.
If you insist, though, there's not going to be much of a substitute for doing it the hard way. If you can't find friends that play 40k only for the purpose of winning, you're going to have to MAKE friends that play 40k only for the purpose of winning. Whether this is trying to convert existing players over to only caring about winning, or finding the kinds of people who only care about winning and introducing them to 40k, well, that's up to you.
That or spend a really long time commuting back and forth to the nearest game store that already has these kinds of people present.

I've actually played for a while, just not at the comp level. I guess I'll have to convert. I just can't decide if I want to make the jump into Warmahordes
