I'd love to see a Tyranid vs SoB starter.

Perhaps a Hive Tyrant with two units of ten Hormagaunts and a maybe a unit of 5 Warriors, a Venomthrope and a Carnifex vs a Canonness with a Celestian bodyguard and two units of ten Sisters along with unit of Seraphim and a Penitent Engine?

This then includes most basic unit types (vehicles, mc's, infantry, multiwound infantry, and jump infantry), can include some psychic stuff, sports just about every type of Save (from 6+armor up through 2+, can include Invuls and Cover as well) and has a decent mix of shooting and CC stuff, with some sharply contrasting visual styles and solid fluff backing.

Coming at the question from a unit diversity perspective it pretty clever, IMO.

I'm usually down with the classics though Marines Vs. Orks, Eldar Vs. Chaos, Nids Vs. Guard.

Nice - I like this one too. Maybe the Necrons want to use their bodies to get back into the flesh-game.

1) What two armies should be facing off?
Imperial Guard vs. Necrons

2) What does Army A have in it?
Not 100% familiar with IG, but something like:
Commisar
20 low level Guardsmen
10 "elite" guardsmen with more powerful weapons
Simplified snap-together Taurox
Maybe a simplified Walker with rules to run it as a plain walker or have the leader pilot it. I don't even know if IG can do that - but just go with me here, it sounds cool.

3) What does Army B have in it?
Necron Lord
10 Warriors
10 Flayed Ones
Simplified snap-together Canoptic Spyder
2 -5 bases of scarabs - smaller scarabs that look like a true swarm - 1 piece that cover the whole base.

Scenery
Some shipping container boxes
2 or 3 sections of Sandbag walls
2 or 3 techno crystal shard things for Necrons
A poster map thing (ala Warmachine starters) showing a cracked road ending in a loading dock/parking lot - beyond some basic badlands area with a dark mine entrance.

The Scenario
The classic Imperial world that mined into the outer reaches of a Necron Tomb. The guardsmen represent a patrol sent out to investigate the sudden radio silence from a small mining and survey operation.

While we're at it...
Print another map on the flipside showing the "lobby" of Necron Tomb. Put a grid on everything and create a few scenarios and sell the whole thing as a board game/intro to 40k.

Create some fun rules for the Necron shards - turn dead guardsmen into Flayed ones or something.

I don't think GW will include a map, ever, in a starter set, but it's a funky idea. I do wish they'd do punch-out cardboard terrain again though: the ruins from the 2nd Edition starter set were great, and almost all my Warhammer terrain is from GW's card models.

Sisters of Battle makes for a nice #2 option, by the by, but instead of Chaos, I'd be tempted to put them against Dark Eldar. You only need one power armor crew in a box, and the Dark Eldar need the exposure while older players would snap up boxes just for plastic Sisters.

Here's my pick. It plays up the allies aspect of the game rather than being the core HQ+2 of stand alone armies. It can be made "legal" by adding a start collecting for each but it gives you a load of options which faction to build up all in line with existing fluff.

The Horstvahl Incursion: Forces of the Imperium Vs Renegade Planetary Governor.

Imperial
1 Inquisitor
10 Henchman
1 Ad-Mech Magos Biologis
3 Servitors - 2CC (human), 1 HW (Ogryn)
6 Marines (Vanilla)
1 Razorback

Renegade Governor Horstvahl
1 Renegade Governor
15 Militarum Vets
1 Militarum HW squad
7 Plague Marines
1 Deathguard Sorcerer
1 Daemon Herald of Nurgle

Expanding it with Start Collecting sets
Imperial: SM (Any) or Ad-mech. You could go with Grey Knights if the Renegade go with a Daemons set.
Renegades: Militarum, Nurgle Daemon (maybe Khorne?) or Chaos Marines. Honestly though as it's a renegade governor any Xenos start collecting will fit too.

I still keep coming back to a Dark Eldar vs Sisters of Battle option.

Because, man, heck with Chaos, that stuff's for the Grey Knights, but the battle nuns vs the deviants just writes itself.
