I just got back into playing and painting 40K after leaving at the beginning of 4th edition due to family and work issues. Anyways, my old models are all based in the 2nd/3rd edition Goblin green which seems to be way outdated. I am building some new models and want to base them with a black/gray color. The dilemma I am having is should I redo all my old bases to the new theme or leave them be. I am thinking it would be nice to have the bases all similar for a uniform appearance but wondered what others have done with old bases. Attached is a pic of how the old bases are which were painted between 1998-2001

I personally would update them. There is fundamentally more you can do with basing now than there was ten plus years ago. You can never go wrong with jazzing them up! All that matters is your budget. Ork bases love marine helmets

Use some green & brown ink washes to darken down the green & my preference is for black rims with a gloss coat finish.

take your models of there bases carefully, buy resin bases or make your own, paint them then pin attach your models to them,

I would definitely update them. Aside from disliking the old bright green style, generally, I think a uniformly based force looks best in almost every case.

There appears to be some texture on that base, already - you may be able to just repaint them without needing to add material and you certainly don't have to remove them. Well worth the effort, IMO.
