So what is the deal with GW not selling single Herald of Tzeentch models that aren't on discs?

Especially since they have that rule that you can take FOUR of them in one HQ slot?

I had the idea to make a Psyker only Tzeentch "daemon engine" army and was totally bummed to see this.
