Lets say you have 2 detachments.

One is a CAD. Then, the other is a formation. Can the HQ from the CAD join the formation?

Indeed,
There are no restrictions against the act of Joining a Unit within the Formation by default, but there are restrictions when we get down to the specific Factions involved.
There are also questions on what this means in regards to the Special Rules granted to the formation as a whole, but those can be found in another thread.

The answer based on the thread title is no.

the IC cannot join the formation.

The IC can join the unit from the formation, but does not become a member of a different formation.

So the IC is joined to the unit but the unit is from the formation and the IC is from the CAD.

Right. Thanks guys. That's what I thought. The CAD and the formation are the same race/faction , but the formation is taken from a suppliment of said race.
