And here's my advice, which starts with these two thoughts: What if you didn't want to take Festus? Or Skullcrushers?
I like the two warrior blocks, and I think it could work. What I'd like to see are a few changes to take what you've got, add some
LD buffs and
amp things up slightly. I put my thoughts in a list form, mostly for my convenience:
Chaos Sorcerer -
MoN, level 2 (NURGLE), dispel scroll, enchanted shield = 185
Exalted Hero -
MoT, talisman of endurance, halberd = 181
17 Warriors of Nurgle - full command (discipline), halberds, shields = 368
17 Warriors of Tzeentch - full command, shields = 319
5 Warhounds = 30
5 Warhounds = 30
5 Knights of Nurgle - standard, musician, ensorcelled = 245

Sorcerer is the general, and now has 2+ armor to stay in the game a bit longer. He still stomps with the Nurgle warriors, who found themselves some halberds to kill stuff with, as well as a standard of discipline to kick the Sorcerer's
LD up to 9 for all his buddies. They also lost a model (to make an even 6x3 brick) but gained a champ to keep the Sorcerer out of challenges.
The Tzeentch Exalted is now the
BSB, and he's rocking a trim 4/4+ save and a halberd. Very simple stuff here, and the moral of the story is to roll good dice! He still hangs with the Tzeentch shield dudes, who likewise lost a man but found a champion.
The dogs lost vanguard because it was a poor use of points, and then the special choices stayed the same, because they're good'uns
So there's a take on your list without the overhaul or bringing in Festus. You could still swap the special character in if you wanted - pretty sure he costs the same, and would make the unit fairly pimptastic.
