Valhallans are definitely 'tougher' looking, since the Vostroyans always look rather ceremonial.
In my case, I think that for guard, tougher is cooler, so... still Valhallans.

Vostroyans are, hands down, the best guard minis that exist in terms of quality. Nothing else compares.

Praetorians have the better hats...
I cant decide on the best one though.
I like the practicality of the valhallans but I also like the bling of the vostroyans.
So I guess Valhallan simply because the models look more like they are in combat running around and ducking.

I'm not sold on the valhallans looking tough thing. Their lack of equipment and armor makes them look rather the opposite in my mind - nothing but chaff to get mowed down. Expendable.
Vostroyans, on the other hand, are covered in armor, and at least a few of them have bionics, which means they've fought through at least one battle before and lived to tell about it.
Plus, they're given all the nice stuff, which implies that they're more deserving of it.

Im no expert but the way the soldier in the top image appears to be holding (I assume) her gun, is a bit unsafe looking. Im fairly sure hands should not be touching the barrels especially when on patrol or whatever.
Guy at the bottom looks pretty cool. I mean look at the shiny sword. Also the clean white gloves. If it wasnt a good way to die it would be a glorious look to enter battle wearing.

Valhallans all the way. Vostoyans are much too ornate for me. They are nice models, very unique. But I wouldn't want to paint them by the gallon.

I don't know the strict definition of a greatcoat, but the DKoK and Valhallans appear to wear garments that come down to the toes of their boots. Whereas the Steel Legion and Vossies seem to be wearing overcoats that come to their knees or the top of their boots.

Equating toughness with armor and/or tech is silly. The Valhallans come from an unforgiving environment where daily life is a struggle. Vostroyans are bluebloods where service is an honor rather than a true necessity. Where the former would rely upon instinct when the chips are down, the latter would probably revert back to training.
I'm not making a value judgment as to which is more valid. Just pointing out the differing approaches.

I'd go with Vostroyans. They just look more interesting.
I've said more than once that some GW models have too much crap on them, but Valhallans hit the mark and keep going about a million miles too far. They just look really bland and boring.
Gun? Check.
Coat? Check.
Ok, that's us set.

DKoK are better models. My opinion obviously. But Vostoryans are the best not counting FW, but then they're also the newest.

Food for thought, back when doctrines were a thing this is what they had:
Valhallan:
Heavy Weapon Platoons
Conscript Platoons
Priests
Xeno-fighters: Orks
Close Order Drill
Veterans
Vostroyan:
Heavy Weapon Platoons
Special Weapon Squads
Carapace Armour
Sharpshooters
Hardened Veterans
Valhallans are WW2 Soviets, both in looks and the 'quantity has a quality all of its own' mantra, their thing is conscripts in the tabletop sense of badly trained disposable massed waves (also see Chenkov). They are good at fighting orks and when stood in formation with fixed bayonets.
Vostroyans on the other hand, despite being conscripts in the literal sense (the first born son of every family on Vostroya is conscripted with no exceptions, since Vostroya is a major industrial world most Firstborn would be from factory worker stock, bluebloods they aint.) didn't get tabletop conscipt platoons because all new recruits are trained to the high standards of the existing troops (for those who don't know Sharpshooters was basically BS3.5 whilst Hardened Fighters made them WS4).

Veterans allowed an army to take more than a single Veteran squad - Valhallans got a few more of them but the ratio would be balanced out by the number of badly trained conscripts.
Hardened Veterans allowed any infantry in the army to buy +1WS

The nomenclature is a little wrong. He means to say "Veterans" and "Hardened Fighters".
+1WS, +1Sv, and melta/flamers is more hardcore than conscripts, priests and machine guns.

I'd say it's just before that.
GW has, indeed, been making models progressively too cluttered over time, but I think vostroyans are just old enough that they have a bunch of detail without going insanely over the top like they do now. You can have detail without being cluttered, as hard as it is to believe these days.

Death Korps of Krieg all the way
Between the two I would say Vostroyans, In terms of lore wise Valhallans may be the badasses but in terms of fielding a great looking army with not as much badassness I would go with Vostroya.
Some vostroyan models I really like are the snipers
and their tanks have pretty paint
But in the end they dont compare with the Death Korps

The Death Korps, are, however, suffering given form to assemble, maintain and fix.
I'd give my vote, out of these two, to the Vostroyans; I like the idea of the Valhallans, but the models haven't aged as well as one might hope, the the Vostroyans are some of the best work with infantry GW has ever done, period.
Kasrkin and the Dark Vengeance Chosen are the only things that come close in my opinion.
