Pretty straight forward. Here is the rule.

Freakish Spectacle: Enemy units within 12" of one or more models from this Detachment suffer a -1 penalty to their Leadership value.


Here are the rules for Detachments from the BRB

SELECTING DETACHMENTS
You can include any number and type of Detachments in a Battle-forged army provided you have sufficient units... and limitations detailed on that particular Detachment...Later in this section you will find the Combined Arms Detachment and the Allied Detachment...Formations are a special type of Detachment, each a specific grouping of units renowned for their effectiveness on the battlefields of the 41st Millennium.



The thing is the rule above is very specific, each Formation from the Coven Codex does in fact have this rule and it would apply to itself. Note it says detachment, not Faction.


If you in fact took two Formations, they would each be separate Detachments and the -1 LD modifier would Apply.

So if you took 3 Detachments

For Example

Dark Artisan <- It's own Detachment
Grotesquirie <- It's own Detachment
2 HQ , 2 Elites from the Coven Detachment Force Org <- It's own Detachment

And a model from each of these detachments was in range of an enemy unit that enemy unit would receive -3 to it's leadership.

So prove me wrong.

It's a strange way of writting a rule, I've not seen another written like that.

But from a RaW perspective I can't see anything stoping it.
Assuming each of those Detachments/Formations ahve the rule, and there's no other restrictions. I can't think of any.

Each of the formations do in fact have the rule, I think there may be one or two that don't. It's entirely possible to build a army with 3 Detachments.

Yes that is how this works RaW. I don't personally believe that is the intent. However as GW don't do FAQs properly any more we will never know and it's not so clear that this isn't the intent that you would play it other than the RaW.

2 Grotesqueries and 2 Dark Artisans seems a staple starter for DE a deep striking Archon with Armour of Misery and a Psychic Shrieking Shadow Council may have to be added

Yeah I can't find anything in regards to this just not working like this. Grotesquiries are pretty expensive actually. The Minimum cost for each one you take is 180.

Which is nothing points wise! Its so cheap its almost criminal!

Also - you can take as many detachments as you like in an army. Formations are a type of detachment.
