No, there's not a Halo one, sadly. If you could convert or track down some minis, Deadzone or Infinity could be easily be modded for them, though.

Not familliar with the other, but I doubt there's a game for it.

Second Tomorrows War. it's basically designed to be an open near future sci fi setting, where you create your own stuff.

Track down miniatures (I'm sure you'll find non-official models around), create your units, and have fun.

Easy Button on Halo - track down some of the Halo-clix figures (very common - were sold in big box stores in the US) and use one of the generic sci-fi rules. Two votes above for Tomorrow's War...I would put a vote to Defiance: Vital Ground.

Bit more difficult is to convert the miniatures to fit. Various companies do sci-fi soldiers that are pretty close to the mark for the marines...little more difficult for the various aliens.

For Bioshock...bit more complicated. It always seemed a bit more RPG than wargame to me. Recreational Conflict does an excellent hardsuit though for the game:

You can probably find the rules in PDF form on the internet... probably wont be as lucky with the models

While I know its Not halo or Bioshock... its pretty god dam close.
