Hey Dakka,
I've got some Night Goblin minis that I bought/was given years ago, and I've been trying to figure out what to do with them in terms of an army list. I'm open to buying a couple more units, but I'd prefer to use as much of what I have already first.

Any amount of points is alright, but I'd like to make an army that's fun to play and uses as many of my current minis as possible. I'm also okay with combining or mixing and matching units.

Here's what I've got:

2 units of 20 spearmen with full command
2 units of 20 archers with full command (1 group has 3 netter minis)
3 fanatics
1 Snotling Pump Wagon
1 Troll (regular)
1 Skarsnik
2 Night Goblin big bosses/Warbosses/etc. (and some extra bitz to make another one?)
1 Night Goblin shaman
1 Spear Chukka
1 unit of 10 forest goblin spider riders

Again, if you have any recommendations for another unit or two to either add to the army or to bolster the ranks, please speak up.

Alright, so I don't play O&G, but I've faced them enough times to have a good idea about what "works" and what doesn't. Given the models you have, here's a 1000 point list that gets a lot of them on the table:

Night Goblin Great Shaman - level 3, earthing rod = 165
Night Goblin Big Boss - BSB (banner of discipline), shield = 72
Night Goblin Big Boss - great weapon = 34
Night Goblin Big Boss - great weapon = 34

40 Night Goblins - full command, spears, netters, 1 fanatic = 220
20 Night Goblins - standard, musician, bows, 1 fanatic = 105
20 Night Goblins - standard, musician, bows, 1 fanatic = 105
5 Spider Riders - musician, bows = 80
5 Spider Riders - musician, bows = 80

1 Troll = 35

Pump Wagon - spiky rolla, outrigga = 70

1000

The concept should be pretty clear: two naked bosses surf the long bus of spear gobs, absorbing hits and dishing out some sweet S5 beatings as the netters help nerf whatever is fighting them - this is your Gobstar! Meanwhile, the great shaman (your glorious LD6 general!) bunkers down with the BSB in a block of archers and does everything he can to avoid combat, including hoping to the other archer block if his starts to draw too much attention. Elsewhile, the various (excellent) O&G chaff units do chaffy things, though at these low points the pump wagon can be pretty serious, and even 1 troll in support of the Gobstar could help out.

So basically a lot of goblins, some magic, some S3 shooting, some fanatics, some combat "ability", but mostly this list uses nearly all of your existing models, plus is a decent base for wherever you take the army from here

Note: while you could bloat the list up with characters (Skarsnik for example), I would add a few more units first. Maybe a proper unit of trolls (6+) that you feel confident babysitting or a big unit of squigs for combat purposes, some wolf chariots (they are excellent), and certainly 2 doom divers, if not also lobbers. Manglers are also deservedly awesome, though they mostly tend to get shot a lot - which is useful when drawing fire from stuff, but in a goblin list? Not sure what you're distracting cannons from ... unless it's giant(s)?!

Thanks! When I'm done painting (and converting now) my existing minis, I think that I'll look into getting either some more trolls or a block of squigs for some punch. Should having more gobbos be a priority, or should I add some more units first?

You really need better leadership than 6.
IMO you've got 2 options for an all goblin army.
You want a common goblin lord (Ld8) who's only 65 points, or get skarsnik who is actually a night goblin, and also Ld8.
An army that is Ld 5, Ld6 near the general is going to have a terrible day. Anything that causes terror is more likely than not panic a unit a turn, possibly 2 units when it re-directs.
You have to make use a steadfast with goblins, and you can't do that with stock Ld.

I'm actually not opposed to using other kinds of goblins in my army at all, although I'd prefer to use as many minis from my collection as possible first. I don't see why I shouldn't make a few exceptions with the lil' greenies, since they are all part of the Little Waaaghh!, too. Besides, it'll be fun coming up with fluff to go along with them.
Those Orcs on the other hand, though... :p

Also, I've been wondering about the importance of artillery. Would my spear chukka be a solid bit of fire support, or should I just focus on combat for now?

I agree, hence the standard of discipline? I debated popping in a goblin warboss in place of the two big bosses, but didn't want another character that just hung out in the bunker and cheered. For the points I suppose keeping stuff from running away is probably better than whatever those big bosses were going to do in combat

On the chukka, one just seems so inconsequential. En masse they can get work done, but I dunno what one does. In the list I posted I decided 35 points was better spent on a big boss (or combined into a warboss as above).

I also have just acquired a pack of 24 Gnoblars + 6-base filler which I will run as Goblins/Night Goblins and Gnoblar Scrap Launcher, which I plan to make into a Dom Diver. All of this may or may not entail another Big Boss, as well. If possible, I'd like to expand my army list, or at least re-write it with a bit more room. Again, I'm alright with mixing and recombining units to make them bigger/smaller.

This would leave me with:
2 units of 20 Night Goblin spearmen with full command
2 units of 20 Night Goblin archers with full command (1 group has 3 netter minis)
1 unit of 30 Goblins (spears, hand weapons, or bows & possible command + netters)
3 fanatics
1 Snotling Pump Wagon
1 Troll (regular)
1 Skarsnik
3 Night Goblin big bosses/Warbosses/etc. (and some extra bitz to make another one?)
1 Night Goblin shaman
1 Spear Chukka
1 unit of 10 forest goblin spider riders
1 Doom Diver Catapult
