Okay so, I'm preparing a 1500 point list that is sort-of clan Skryre themed for a tournament in a couple of weeks. However, the theme of this tournament is basically "Tag Team Tourney." This means that we'll be paired up with another player at random, for an equal points value of 3000. I figured that, since Skaven aren't really the type to carry a 2v2, I would build a more supporting list. This is what I came up with, and some notes regarding why I put it in the list:
Lords*
x1 Grey Seer - Foul Pendant/Power Scroll
-Literally the only 2 reasons why a grey seer is in this list: (1) Some magic defense (+4 to dispel), and (2) Dreaded 13th. Depending on who I'm up against, Crack's Call/Whither/Plague would be nice pick ups as well. Ward Save for potential miscasts, and Power Scroll for that one casting of Dreaded 13th on a 13+

BSB = mandatory in a Skaven list. I believe that the tourney only allows one
BSB to be "active" (meaning if both armies have a
BSB, only one will provide re-rolls), but I had to be safe rather than sorry. Enchanted shield on him since I didn't know what else to spend 10 points on, and a 3+ is okay protection.
-Warlock Engineer for the extra channels, doomrocket, and re-directing shaningans if necessary (since, if he sees combat anyways, he will most likely be targeted and die).

-Skavenslaves for tarpits, Giant Rat Packs for re-directing, wizard hunting, or war machine hunting (although the gutter runners should be able to handle that).
-Clanrats for a bunker for the grey seer and
BSB. My hopes are that it never sees combat, so I'll be very passive with it. Warpfire Thrower to stick with Clan Skryre theme, and it handles multi-wound models pretty well.

-Warmachine hunters. 2 units may be a little overkill, but remember that it will be a 2v2 with 3000 points on each side.. I have to expect a ton of artillery fire.

-Doomwheel for monster hunting and flanking. I try to never get in combat with it initially, unless (for example) a unit of slaves have tar-pitted something. Lightning bolts are nice
-Cannons for killing monsters/big things in general. Protecting these guys against fast calvary + flying units is hard.
I tested this list with
WoC as my allies against Dwarves and Empire... And it was just awful for the opponent.
-The Gutter Runners scouted and destroyed 2 cannons turn 1, and killed the remaining organ gun turn 2.
-The Warp Lightning Cannons dealt 8 wounds to a steam tank turn 1, and finished it off turn 2.
-Grey Seer Plagued + Dreaded 13th a full unit of 30 halberdiers that included a warrior priest + captain
BSB.
-Doomrocket direct hit and killed off 19 hammerers.
It was even worse because
WoC didn't really do much but have a demon prince hold up 20 thunderers for most of the game.. Which basically means my 1500 points held off 3000 points of Empire+Dwarves.
With such good luck, it was hard to really see the effectiveness of this list. I'd love to get some input and constructive criticism on it. Thanks a lot.
