Welcome to Dakka! And to Skaven list building!
My thoughts as I go through your list:

-2 warpstone tokens
-dispel scroll
-talisman of preservation
I'd drop the extra tokens, as you have better uses for those 30 points.
Chieftan Bsb(70)
Like buying this guy some defense! Even just a shield is better than nothing, but we can do better, probably push for at least 5+ ward w/ shield ...
Warlock Engineer(level 1 ruin wizard) (65)
I'd like to crank the list and give this guy some kind of upgrade: condenser or doomrocket probably, so he does a little more than channel and cast a little lightning bolt.
40 Clanrats (270) - full command, shield, warpfire thrower
40 Clanrats (270) - full command, shield, warpfire thrower
38 skavenslaves (76)
5 giantrats + packmaster (23)
I really dislike the WFT, but I suppose two means one will work, right? If I had a choice I'd take 2x mortars instead, however go ahead and give these two a shot and see what mayhem you can get up to. I do really want those slaves to have a musician though, and maybe buff them up to 40 for the extra rank.
20 plague monks (195) full command, plague banner
Solid. Bit of a small unit but they should be good for that one turn they benefit from the banner. It would be grand to see more but points are tight, aren't they?
Plagueclaw Catapult (100)
Warp lightning cannon (90)
While the WLC is superb, the PCC is less so. Part of me wants to say give it a shot ... and part of me wants to suggest you save it for 2000+ when you have more points to spare. You've got the two fire throwers, which are random but brutally effective if you can land a hit. The plagueclaw is also random, but often pretty ineffective even when you do hit something. So you know what, I'd say drop it in favor of more bodies.
++++++++++
So I think there are two scenarios from this point. The question is, do you have more models? Particularly more rat models? Maybe some rat ogres that you can use as unit fillers?
Here's where I'd take the list if you have more infantry models / unit fillers:
Grey Seer - talisman of preservation, dispel scroll = 310
Chieftain -
BSB, talisman of endurance, shield = 102
Warlock Engineer - level 1, condenser = 85
40 Clanrats - full command, shields, WFT = 270
40 Clanrats - full command, shields, WFT = 270
40 Slaves - musician = 82
5 Giant Rats - packmaster = 23
30 Plague Monks - full command (plague banner) = 265
WLC = 90
---------
1497
Grey seer lost his tokens to pay for a 5+ ward on the
BSB, and the warlock found a condenser to help channel and give him a serious warp lightning for your opponent to worry about. A couple more slaves and a musician joined up, and the catapult was turned into ten more plague monks, making them a serious threat - you'll probably want to run these 6-wide, particularly if their banner is still unspent.
Now if you don't have more models, let's keep the PCC in there and juggle a few points around:
Grey Seer - talisman of preservation, dispel scroll = 310
Chieftain -
BSB, talisman of endurance = 100
Warlock Engineer - level 1, condenser = 85
40 Clanrats - standard, musician, shields, WFT = 262
40 Clanrats - standard, musician, shields, WFT = 262
40 Slaves - musician = 82
5 Giant Rats - packmaster = 23
20 Plague Monks - standard (plague banner), musician = 185
PCC = 100
WLC = 90
---------
1499
Putting the PCC back in and keeping the little plague unit, I dumped all the champions to pay for the warlock's condenser and a couple slaves (one of whom has a bell). The monks are either a suicide or counter-charge unit now, but the theory is that the PCC will weaken enemy units enough that your smaller ones can take them. I think.
That's what I got without knowing what other models you have handy. Either way, hope that helps, good luck against them vamps!
