Which of the Primarchs accomplished the most on their homeworlds before the Great Crusade? Please explain your reasoning, and order them from least to greatest. I'm currently building mine, but so far it is thus:

1.) A tie between Lion el'Jonson and Rogal Dorn, because Dorn built an entire empire from scratch and Lion el'Jonson successfully purged his entire planet of a major Daemon infestation in only ten years, using maybe 50k ordinary human knights .
2.) A tie between Ferrus Manus and Roboute Guilliman, as Guilliman did what Dorn did, only with the support of a pre-build planet-scale Empire, and Ferrus Manus essentially built his own version of the Mechanicum and (only, it actually moved forward in tech instead of stagnating) the only reason he didn't finish it was the Emperor finding him.

In an amusing way the primarch that did the most (building a whole empire or uniting all men under a single banner and making their homeworld safe and prosperous) before being found by the emperor are also the one that stayed loyal during the heresy. They were too skilled to be chosen by the Gods of Chaos as we know the Chaos Gods don't want to win since winning would result in their death.

I could not decide between Lion, Roboute, Ferrus or Dorn just to name them so I just chosed Angron instead for the lulz.
