The rules/points for the terminators that can all have cyclone missile launchers?
(Or do they get them as stock)

I don't recall ever seeing a Terminator unit anywhere that can have every member carry cyclone missile launchers.

Are you thinking of the iron hands special unit tyrant seige terminators ? They are in book 3 iirc

HH3 Extermination. The Iron Warriors unit, the Siege Tyrants, are all equipped with Cyclone ML's. You can only take them in a 30k IW force though (or an Alpha Legion army with their Rite of War).
