Theme is worth it
IMO, and hell, 6+ ward is nice to have, and pays for itself once you save like two warriors from that unit. The shield on the
BSB isn't doing much for him though.
If you absolutely need everything marked, reorganize your list and make the halberd guys chosen and roll four dice before the match by putting them next to your warshrine and ensure they get a +1 ward from the chart then they are worth it.
I really don't rate chosen, not with how amazeballs warriors are as your line infantry.
Here are my thoughts on the original list:

PoT is instant points if you need them, and frankly I could probably find any number of better things to do with those points. Is the concept to use one round of T7 to overwhelm small arms fire? Or try to Res out somebody in combat, using your +1
CR from charging and ok combat stats? Most scary guns are S9-10, and this guy is not likely to be in serious combats that only last one round.
Hero - Mortis Gloomreaver - battle Standard Bearer, Halberd, MOT, Talisman of Protection, Helm of Many Eyes, Poisonous Slime, Shield, Third Eye of Tzeentch, Potion of Foolhardiness - 224
I'd feel much better with Endurance on this lad: 4/4+ save rerolling 1's on the ward is pretty legit, and you know this dude is a priority kill! This would mean dropping the Helm, but I can only shrug, he's plenty fighty without it, and his crew of warriors are pretty nasty. The shield as noted doesn't do much - I'd just give this lad scaled skin to kick him up to 2/4+ (rerolling 1's on the ward) and be a tanky,
LD rerolling bastard. This probably means you have to drop Slime, but that's mostly a flavor upgrade anyway, you feel?

You know, it sucks that chaos exalteds are such good deals for the points ... because fighty characters that exist solely to fight seem so out of place in 8E, unless they move quickly or do something special. For the most part, they just present a nice package of points that can be singled out various ways. This guy is 200 points for T4 W2 1/4+ save and 4 S6 attaks, which all sounds awesome, except he's not really killing 200 points in stuff for the most part, and the equipment he has would be better used making the
BSB (who fights but also provides synergy for the army) more survivable.
So I have two suggestions here: 1) Drop him and take a second unit of dragon ogres, who have more attaks, more wounds, more speed, more theme, etc, etc; or 2) Give Endurance and Skin to the
BSB, think about making this guy your
ASF dude. Helm + Potion of Strength (+ Dragonbane Gem?) + shield makes him hit like a truck against that one target per game, and the d-gem gives him added countering power against flaming stuff. He's a bit more utility than generically fighty + tough like before, but frankly I think you need to get some utility out of your characters, along with the
WoC stats you're paying for. As for saves, he's actually half decent with a 3/5+ in combat, certainly enough to swat away
RNF attention for a while.
Core - Chaos warriors - Unit Size: 20 - MOT, Halberds, Command, Shields, Banner of Eternal flame - 410
I really don't recommend attaching flame banner to such a major frontline kill hammer/anvil, due to the prevalence of fire wards, as well as how easily avoided a block of M4 warriors is. If you want flaming, I'd say go with burning body on somebody - this could be what your rando exalted does! The flaming character can hop units easily and be where he needs to be to bop in that flaming wound and let his (slightly slower) boys tear those poor regenerating bastards down.
Special - Warshrine - MOT - 135
Special - Dragon Ogres - Unit Size: 3 - Great Weapons, Champion - 214
Rare - Pid The Shaggoth - Dragon Ogre Shaggoth - Additional Hand Weapon - 220
Rare - Baalfaegor the Shaggoth - Dragon Ogre Shaggoth - Great Weapon - 227
All of this is awesome
My trailing thought is that you need chaff, particularly as this is a tournament list. 2x 5 warhounds are pretty boring, but totally worth the investment, at the very very least to block scouts and sit on manglers / fanatics.
